Citizen Paul Currier has filed two initiatives which would allow the people of California to re-write the State Constitution. There are no special interests behind the filings and the formula could change many laws that have all but bankrupted our state. California Constitutional Convention Articles 36 and 37 are the best of three plans that I reviewed. The timing is perfect.

Corn, the former superintendent of the city of Rochester Wastewater Treatment Plant in Rochester, Ind., pleaded guilty today in U.S. District Court in South Bend, Ind., to falsifying monthly discharge monitoring reports that concealed violations of the Clean Water Act at the Rochester plant, the Justice Department announced. Corn pleaded guilty to a five-count felony information charging him with making false statements in discharge monitoring reports submitted to the Indiana Department of Environmental Management (IDEM).

GREENBELT, MD—U.S. District Judge Alexander Williams sentenced Eduardo Puentes, a/k/a "Carlos," a/k/a "The Colombian," age 43, of Rockville, Maryland, today to 41 months in prison, followed by three years of supervised release, for conspiracy to transport at least 100 women from New York and New Jersey to Maryland to employ them as prostitutes, announced United States Attorney for the District of Maryland Rod J. Rosenstein. According to testimony at his one and a half week trial, each week from September 2003 to November 2005, Puentes conspired with others to transport women from New York and New Jersey to Maryland to employ them as prostitutes. Witnesses testified that Puentes and his co-conspirators communicated with these women by cell phone at least a week prior to their travel to Maryland, and scheduled them to work in brothels that they operated in Prince George's County, Maryland.

CORPUS CHRISTI, TX—A Corpus Christi resident has been sentenced to prison for receiving and distributing child pornography, United States Attorney Tim Johnson announced today. Jesus Celeri Sancheznoriega, also known as Jesus Celeri Sanchez, 33, was sentenced to 109 months in federal prison to be followed by a ten-year-term of supervised release by United States District Judge Hayden Head following a late afternoon sentencing hearing held Tuesday, June 30, 2009. Sancheznoriega, who has been in custody without bond since his December 2008 arrest, was previously convicted of receiving and distributing child pornography. During yesterday's hearing, the court heard testimony from a Corpus Christi Police Department computer forensic examiner regarding the extent and content of Sancheznoriega's child pornography collection on or about Nov.

A federal jury in Los Angeles convicted a physician assistant late yesterday for his role in a $7.7 million Medicare fraud scheme. After a seven-day trial in federal court in Los Angeles, a jury found Ronald Luis Bradshaw, 59, guilty on all charged counts, including conspiracy to commit health care fraud, multiple counts of health fraud and aggravated identity theft for prescribing medically unnecessary durable medical equipment to hundreds of Medicare beneficiaries under the stolen identity of a doctor. "At the core of Medicare fraud schemes, individuals place personal greed above providing legitimate medical care. In this case, the defendant not only defrauded the Medicare program, he also stole the identification of a doctor to do it" said Assistant Attorney General Lanny A.

Amnesty International reports on Israeli use of battlefield weapons on trapped Gazan civilians

There is a mounting convergence of evidence reported by major international and Israeli human rights organizations that is being published now, documenting the Israeli use of battlefield weapons on trapped Gazan civilians during a major offensive this past winter. The reports all urge Israel to start to cooperation with the ongoing Fact-finding mission on the Gaza conflict mandated by the United Nations Human Rights Council in Geneva, and led by South African Justice Richard Goldstone. If Israel does not do its own independent investigation, the groups say, there should be an international inquiry. Meanwhile, Israel continues to slam the motives of these reports, and still maintains that its own internal IDF investigation is quite sufficient. However, Amnesty International takes issue with Israeli reports that Hamas used civilians as human shields, saying it found no evidence of that. Amnesty International says that its findings show the opposite is true -- that the Israeli military turned Palestinian civilians in Gaza into human shields during the IDF's Operation Cast Lead. But, both Israel and Hamas have committed war crimes, Amnesty International said -- adding even more reason for a major independent international investigation.
