Rather than to accept responsibility for it's overcrowded, mismanaged and power hungry prison system, the State of California is now going to shift the over burdening weight to other states.

How much longer is the State of California going to pay guards to watch over yet another brain injured inmate? Mr. Edward Rister who was beaten to the point that he no longer responds to the outside world is still in custody and is watched over by guards who earn time and a half for doing their job....
