Levini or Netanyahu - no difference

Ahmed Hany
The Arab media was occupied by the difference between a new Israeli government led by Tzipi Levini or Benjamin Netanyahu. This means that the Arabs are still happy to be in the reaction corner. What makes a real difference is whether the Arabs could plan to force any Israeli government to make peace its real choice or not.

In fact, any Israeli Prime Minister tries to achieve a record for the number of the Palestinians killed during his era. The new comers whether it would be Levini or Netanyahu have the same ideology. Both said that they would not withdraw from the Jerusalem and Golan Heights. Both want their state to be a racial state for Jews. Both want to expel the Arab-Israelis to the West Bank. Both declared that they would not dismantle the illegal settlements. Both violated the international resolutions. Both are weak politicians and lack the majority, so they are hostages to the Lieberman´s Yiserael Beitenu Party and the religious Shas Party.

The Israeli parties changed its ideology from the Greater Israel to the Two-States solution because of the demography and not because they want to achieve peace. However, the peace they seek is not peace at all. They want to imprison Palestinians in cantons-like state that lacks the necessary prerequisites to survive.

Revising the Israeli strategy since retired Premier Sharon agreed to the Two-States solution, one finds that Israel just empowered Hamas in Gaza to induce a rift between Palestinian factions. The first step was giving a blind eye to smuggling of Iranian arms from the sea to Gaza. Even many of Hamas men use Israeli made rifles. The second step was the coup d´etat that Hamas did while the Israeli army was helping Fattah fighters to flee to the West Bank.

It is well known that Israel has thousands of spies among Palestinian factions. One finds that any trial to achieve something on the ground whether it was negotiation, truce or even economic relief for the Palestinians, that was synchronized with firing ineffective rockets that inflicted slight harm to the Israelis but gave the government a cause to tighten sieges around Palestinian lands in Gaza and West Bank or to kill and arrest Palestinians. More serious was relentless trials to make a rift and deepen it between Palestinians and their natural geopolitical allies, Egypt and Jordan.

The next step was the disengagement between the Hebrew and Persian projects. In fact, Israel and Iran could coordinate their projects with the Neo-Cons project. This was clear when the Iranian Vice President who once said that his country is a friend to the Israeli people, confessed that his country abetted the Americans to occupy Iraq and Afghanistan. Both Israel and Iran have an interest to create problems for Egypt to weaken the Palestinian Authority fro the former and to create a vacuum power in the Gulf for the later. During Gaza War, the Superior Guide in Iran told the students who wanted to go for suicidal operations against Israel that his country supports Palestinians spiritually.

As long as Israel reduced its dream to the historical Palestine and Iran considers a mountain in Lebanon holy, then both countries have no real causes to confront each other. In fact, the war of 2006 was necessary for them both to increase the Shiite influence in Lebanon so that a sharp demarcation line between the two projects was drawn. The first who declared that his forces were innocent from firing rockets at Israel during Gaza War was Hassan Nasr Allah.

Perhaps Levini and Netanyahu are serious about creating a Palestinian State. However, they want it lacks the prerequisite to survive. Their goal is creating cantons that depend on Egypt and Jordan. In fact, this means returning to something worse than pre 1967 conditions as most probably these cantons would separate and fight each other. In other words, Israel wants to export its security problems to Egypt and Jordan or forcing them to have a share while continuing in attacking Palestinians from now and then on name of keeping peace. This cantons will become propelling to its inhabitants do Israel might engulf them on the long term. The most drastic thing Arabs might do is accepting these cantons as a state. Then Arabs need a just and permanent solution that lead to an independent Palestinian State that could survive on its own.

The new American Administration wants to open all files in the Middle East. This will make any Israeli government agree to negotiations and attend any parley about peace in the Middle East. Playing time will be the Israeli strategy and waiting for rockets to be fired from Gaza to convince the American Administration that Israel has no peace partner. Neither Levini nor Netanyahu could sign a peace agreement because Lieberman and Shas will withdraw from the government. One notices that Olmart went to the prosecutor general fourteen times until now without being convicted. Sharon´s son was a regular visitor to the Prosecutor general headquarters while his father was the Prime Minister. Netanyahu went there also. Does Israel play this trick to give its prime ministers a cause to resign before reaching the end game in peace negotiations?

Timeless negotiations just kill the Palestinian hope and weaken the Palestinian Authority. If the Arabs succeeded to have a timed negotiations while avoiding unnecessary wars that allow other regional powers to gain they would achieve peace.

Whether it would be Two-States or One-State solution, the rights of the Arab Israelis should be kept. Since 1948, no one devised a strategy that uses the Arab-Israelis as a pressing power on the internal Israeli politics. They should have all the rights of citizenship in their homeland. Connection between Gaza and West Bank is necessary to have a unified Palestine. Israel should know that violation of Oslo Accords and forcing Palestinians to cancel them means the return to 1949 UN resolution as a legal international reference. It does not matter that Egypt and Jordan recognized Israel in 1967 borders as the Palestinians represented by the Palestinian Liberation Organization PLO agreed to that in Oslo.

If the Arabs asked the American Administration to support trials of war criminals as the UN sent a committee to Gaza to investigate the case, it would be a test for the new administration and whether it still apply double standard policies or not. Succeeding to try even one Israeli official will make others think twice before killing children and women and civilians.

Always the Arabs should ask themselves a question whether it is better for them two states or one state. If they reached a conclusion that one state is better, they would leave Israel to do the job of ruining the Two-States solution while planning for the alternative seriously.
