Maoism and terrorism in South Asia

The South Asian nations have vowed an unrelenting fight against terrorism which they have called a major threat in the region. They have vowed to combat it unitedly and they have showed determination not to rest till the terrorism is completely wiped from this region. They also reiterated common commitment to fighting terrorism in the interests of sustainable socio-economic development of the region. Two countries in South Asia luckily have not faced terrorism yet, but should terrorism flare up, the whole region will be infested by the regional and international terrorism. Lacking mutual trust and confidence, South Asian countries are not facing the situation with great courage and strength. They are not doing enough to attack the terrorist masterminds to dry up the sources of terrorism.

In the aftermath of war in Afghanistan, Al-Qaeda operatives made inroads into Pakistan but the charismatic and audacious Pakistani President General Pervez Musharraf never allowed these terrorist elements to take root in Pakistani soil. Most of the Al-Qaeda operatives and masterminds have been nabbed and their terrorist networks have been dismantled. Pakistan's extensive army operations to flush out terrorists from its territory are proof of its commitment to eradicate them. Its cooperation with the international community reflects its shared determination to work together to eliminate international terrorism. Pakistan is doing its level best in this regard. I believe that it is a big achievement, a breakthrough for courageous and peace loving Pakistani people. Had Indian governments taken strong and committed leadership like President Musharraf does in Pakistan, the situation in Nepal would have been better off.

Following the military operation against Maoists rebels in Nepal, Maoists masterminds are finding sanctuary in bordering lawless Indian States from where they are plotting and launching attacks inside Nepal. India is aware of the fact that Maoists problem in Nepal is also a threat to the democratic development in India. But, India itself is marred by endemic terrorist uprisings. Nepalese Maoists facilitated access for Indian Maoists and other terrorist operatives into Nepal in exchange for weapons and other interests. Nepalese Maoists too have connections to terrorist activities in India. Though India is the first country who branded Maoists as terrorist, it is not doing enough to curb the ongoing terrorist onslaught perpetrated by Maoists both in India and Nepal. Inaction, irresponsible and megalomaniac attitude of India would be fatal to India itself and to other neighbouring countries as well. India has failed to handle internal and external issues according to international rules and with a view toward international anti-terrorism cooperation. India has the greater responsibility since it is the largest country in the region.

It seems that India is not sincere in resolving the Maoists problem in Nepal. India has been saying that it is ready and willing to provide all necessary assistance in response to any needs expressed by the Nepalese authorities. Nepal does not seek words of assurance, but an honest cooperation from India. Nepal is burning but India gives two buckets of water to put out the fire. Furthermore, Indian press has also presented a misleading and exaggerated news of the recent blockade imposed by the Maoists. Obviously, India is benefiting from the ongoing Maoist insurgency in Nepal. Tourism, investment in education sector, business opportunities have totally been diverted to India. Had India stopped Maoists infiltration into Indian territory, done enough to stop arms trafficking into Nepal, cracked down on Maoists insurgency in India, nabbed top Nepalese Maoists operatives hiding in India, pressurised Maoists to come to the political mainstream, the Maoists problem in Nepal would already have been resolved.

Maoists in Nepal, like other misanthropic and monstrous terrorist outfits, have increased the rate of cruelty and atrocities across the country. Whosoever has given the name 'Prachanda' to the Nepalese Maoists supremo Pushpa Kamal Dahal, s/he was somehow right. He is a 'fierce one', but only to the helpless, honest, innocent, underprivileged, down-trodden, marginalized, poverty-striken Nepalese people. Of course, he can be called brave and 'fierce' in manipulating innocent and helpless people and killing innocent human beings to advance his so called political cause. But in fact, he is a great friend of dacoits, innuendos, corrupts, fugitives, criminals, traitors and dishonest people. I have doubts that Maoists have an affinity with such rogues, who must have been financing terrorism. The picture is clear. This is why these rogues have never been touched by the Maoists.

At a time when the world has condemned the brutal and gruesome slaughter of innocent Nepalese workers in Iraq, Prachanda, another psychopath also shed crocodile tears over the killing of Nepali citizens. What an irony ! What a ridicule ! Prachanda has adopted the same modus operandi and committed innumerable heinous crimes like public beheadings, blood-curdling and brutal killing of innocent Nepali people in the name of the people's war. Nepalese youth have been compelled to flee the country due to Maoists terrorist threat, some of them have unfortunately fallen captive to terrorists in Iraq. Had the country's youth not been forced to flee the country due to Maoists terrorism, we would not have witnessed such a terrible and pathetic moment in Nepal. Maoists activities have shown that they are cold-blooded killers who have an intense desire to inflict an awful lot of pain and suffering on Nepali people. Political leaders, human rights activists, intellectuals, civil society, international communities have utterly failed to convince Maoists to shun terrorist activities and accept all human rights and humanitarian laws including the Geneva Convention of 1949. I wonder why people don't express their anger, frustration and grievance at the killing of innocent Nepalis in our own homeland.

I ask Maoists' symphathisers, supporters, adherents and self-proclaimed pro-Maoists Human Rights avtivists, why they are backing and whipping up the sentiments of Maoists supremos by projecting the government and security forces as responsible for the present chaotic situation ? My understanding is that such people are doing so out of fanatical euphoria for the benefit of their personal gain. Maoists leadership may have promised them their placements in their choicest executive posts, should they come in power. Imagine for instance, how would be the rule of Maoists who kill people of different political ideology ? Will the Nepalese people accept it when their fundamental freedom is repressed? Due to ongoing Maoists insurgency, Nepal is heading towards a lawless, weak and failing state that can pose a serious security risk in the region. If the violence continues, it can be prone to be an incubator of future threats, conflict and instability in South Asia. The terrorists do not respect the political frontiers. They move clandestinely with false documents from one country to another for their cause.

Peace and stability are the greatest yearning of the average people of our region. We believe in democracy. Our democratic culture says that political power is the will of the people expressed through elections. In our widely accepted system, the political leadership has to earn their positions through the ballot box. Only the liberal democratic system can ensure the universal justice, freedom and liberty. We are not going to give up this system at any cost. The vicious attack and cold-blooded murders cannot break the will of the South Asian people. We are committed to peace and development. We are not going to yield to terrorists no matter how ruthless they are. Compromising with terrorists in fact will only encourage more terrorism. Now it is absolutely imperative that all matters that can be linked to terrorist activities should be a priority for the security of this region. Given the enormity and complexity of the situation in this region, the end of terrorism is imperative. It must be stopped so a safe society can blossom. If that doesn't happen, the South Asian people will be at the mercy of terrorists.
