J&K after 2008 Elections :::Issues of concern before Abdullah´s – II
Omar Abdullah has a huge list of past mistakes to be corrected, both at the level of Government and at the level of National Conference. Toughest jobs would be to stimulating the economy, & revenue collection and creating realistic jobs ( not like low paid frustrating jobs like rehbar e taleem , rehbar e zearat , Rahbar e tameer). If he proves his concern for the common man , he would be installed again.
Defreezing the 29th Constitutional amendment for ordering fresh delimitation of Assembly segments would be prime task before Omar. PDP and Congress will not be that interested in it since deferment of delimitation would only damage the vote bank of National Conference in Jammu region. It is NC who is accused of bringing legislation for deferring delimitation till declaration of 2026 AD census figures. A bill if brought by NC government it would surely get absolute majority support since BJP, JKNPP, JSM, Independents and Congress would be under local compulsions to vote for the bill. A fair delimitation would benefit the bad and remote terrain areas of Doda,Rajouri, Kathua, Udhampur ,Kupwara , Baramulla and hence would raise goodwill for NC. For satisfying the doubts of people both from Jammu and Kashmir Regions a fresh census could be ordered for completion in one .There after Delimitation could be well completed before next election that is normally due in 2014.
Over the years Public Sector Corporations have been neglected badly. Over 10000 families are suffering . Casual study groups have not so far usefully contributed. Out side consultants could be engaged for a rational exercise. No PSE / Corporation should be carried in dismantled position. Companies that can not run must be closed. This will save many employees (10000 families ) from social and material agony and till then wages be paid in time by PSE/ Government ( as owner ). Make senior most officer responsible for the performance.
Omar Abdullah said on 29 th December that since he will not take to corrupt means , so he would not allow others to corrupt the public property / funds. Political reputations have gone so filthy that people at their inner hearts did not take Omar claiming his self as Mr. Clean that seriously. Omar is young. He could afford take unpleasant actions and even risk his government.
Over 50% of the complaints received by the State Vigilance Organization are related to Revenue, Education, Police, PHE, Rural Development and Health. 70% of the people of J&K are economically put to disadvantage in case the services rendered by Government through Education and Health are corrupted. The poor and backwardly placed people of J&Kare totally dependent on government for their survival through these services. The quality of education to the poor through government schools can be improved worth the expenditure being made only if the commissioner education and the director education are asked to taste the education being extended by Government Schools. Similarly the private practice as allowed to Government Doctors need be disallowed otherwise allow all government employees to take up part time jobs to increase their income ( this will reduce some corruption ) .
Some people around the NC leaders would like to impress that development through building culverts, bridges, drains, roads, etc would help in controlling violence and separatist elements in J&K. Where as so far such ventures have been corrupted through unfair means and have only caused frustration to the poor masses.
In case Omar declares that he would associate only with honest politicians and bureaucrats then I doubt he would have any one in his team. So forget the past and give clean administration in coming times. This would save both money and time .Nothing has remained undelivered by Mother CORRUPTION, may it be in trade, may it be in judiciary ( a PIL filed by a TV reporter VIJAY SHEKHAR who allegedly paid Rs. 40000 to advocates Iqbal Katia, Narendra Chowdhary, and Harish Bhawaniwala for issuance of the arrest warrants by magistrate Brahm Bhatt against the names of President of India ). " We should be thankful to mother corruption as otherwise without her blessings no train will run, no file will move, no politician will win election....:::" was remarked by professor of sociology."
In the past government has been paying arrears of lakhs of rupees to the alleged corrupt employees when reinstated. On the issue of punishing the corrupt of the past times , even CM´s own friends and majority of party men will not cooperate with him. Even Dr. Farooq Abdullah, the son of a tall leader like Sheikh Abdullah, could not manage ministerial teams of quality as were designed by Sheikh in 1975.
Corruption should concern the NC Government , but war on corruption has to be fought logistically. Rather Omar should give a call to all for forgetting what they have done in the past and to go honest now onwards. NC Government should devise ways that put a check on the display of the unduly earned money and effluence atleast by government servants. Such conditions could be easily imposed on the government employees through service conduct rules. To start with let Omar Abdullah demonstrate his intentions with implementation of 1973 J&K Guest Control Order with or without amendments exclusively for government servants. Taj Mohi-u-Din made an attempt to implement this order on 25th May 2004. But the state cabinet kept the order in abeyance. Anyhow let the CM start with it again for government employees only. The birthday parties, anniversaries, superannuation gatherings should be limited to only blood relations.
The State Vigilance Organization was promoted for unearthing cases of abuse of official position but its "efficiency" and "productivity" too has so far remained under question. So far 20 IPS and 2 IAS officers have headed Vigillance organisation since 1974 including S.S Kapur, the present Chief Secretary. The disease has remained largely uncured. JK assembly was told on 29 Jan 2008 on a question by Ali Muhammad Sagar that three cases had been registered against former minister for Education, Hajj and Auqaf Peerzada Muhammad Sayeed while two complaints had been received against the minister for Health and Medical Education Mangat Ram Sharma with SAC , while High Court had stayed the cases against Taj Mohi-ud-Din, Hakeem Muhammad Yasin and Mangat Ram Sharma , case against Peerzada Muhammad Syed ex-minister rural development department- was Stayed by High Court, the cases against Ghulam Hassan Mir and Abdul Ahad Vakil ex-MLA were pending sanction for prosecution with government since 20.10.1992 while case against Jagjeevan Lal Ex-MLA was pending for sanction for prosecution with the government since 12.01.1994.The J&K State Accountability Commission was established by government led by Mufti Muhammad Sayeed to probe charges against even Chief Minister but the commission as per information is practically non functional for last many months. Why many of its recommendations to government could not test before the Hon´ble J&K High Court should rather storm any critical brain.
Now onwards the vigilance organization should be refrained from briefing the media on minute details of the cases registered since so far it has only served as advertisement for some SVD officers and caused undue social damage to the families of accused since bulk of the cases against the accused could not be carried successfully in the court by VO. Similarly the success stories on the involvement of militants arrested should not be allowed to be made public unless the cases are proved / tried in the courts. To win the confidence of the common man the names of Gezetted Officers booked and then punished for corruption over last 20 years should be made public .Foundation / Inauguration Stones by Government Officers as laid at public places should be removed and prohibited in future. Similarly the government officers should be restrained from issuing press releases / press briefings making evaluation of their own works / tours to their own territories. Let public make evaluations on time/ cost and quality of performance of Senior government officers.
JK Public Service Commission and State Subordinate Services Selection Board should be reconstituted with the condition that any recruitment process should be completed with in 6 months. Cases pending over last 2 years must be finalised by June 09. In future Government should refer to PSC the requirements regularly every year like UPSC. This would build the faith of NC government in the youth.
Where ever the requirement of job has to continue no appointment should be made under programmes like RET and if atall made wage level should not be less than Rs.7500 per month or the minimum basic pay of a regular grade teacher in education department. Present system is causing frustration to the exploited unemployed youth as well as is of no effective use to the poor rural children .
NC had raised the level of District Development Boards with a Minister as a Chairman after 1996 election. In view of the increased scope of work , level of developmental expenditure and growing law and order needs the posts of District Development Commissioner be separated from the District Collector/ Magistrate. Now the posts of District Development Commissioner and District Collector be separated. An officer of minimum Secretary to Govt level should be additionally posted as Distt Devt Commissioner.
Drain of developmental funds out of GOI grants and loans ( world bank/ asian development bank/ others ) in the name of fast track execution must be checked and investigated to gain the confidence of the common man.
