Philippine Congress Should OK Intell Fund Cut for Kidnap Ransoms
Congress should go for the much-needed Fund Percentage Break of up to PhP50M, for the incorrigible terror abductors, so as to revitalize the country's peace and order situation.
As of this presstime, there is the continuous languishing of kidnap victims such as the three International Red Cross Ambassadors of Help, the three public school teachers, the 9-year old Gruta child, and the Sri Lancan "Peace Advocate".
The Intell Fund break policy should be legally adopted without dissent, and should come at a time of politically-motivated refusals to make available ransom money for the abductors.
Let's give the kidnap victims the chance to be free from their captors, and the opportunity to continue to live happy lives.
Zamboanga City congressional representatives should headstart in the pledging to have the Intell Fund Allotment Bill ready for approval at the soonest possible time.
This is one primary effort that needs to be exerted by the 'Latin City' solons in support of the many still unreleased kidnap victims in this Dangerous City of Zamboanga.
Self-centered local government leaders, on the other hand, should not step up their opposition to the prospective Fund Cut Bill, and they should press for the immediate approval of this Bill into Law for the possible and immediate relief of the kidnap victims.
It must be noted that failure to act quickly will turn this City Terroristic Crisis into a National Catastrophe in terms of inadequacies in Foreign Investment, Tourism and other leeway for economic relief in the country.
Zamboanga City Congresswoman Maria Isabelle Climaco, who is intellectually-capable of calling and working for the Intell Fund Cut, should strictly magnify the fact that the specific cut is intended to help revive the peace of mind of Zamboangueños, which has virtually been devastated in the wake of continuous kidnapping incidents in the city.
When approved into Law, the specific congressional proposal should allow a fund cut to 40% of the annual allotment, up to a 60% limit.
The ruling administration should privately concede and accept the fact that they will have to bear and tolerate some spending reductions along the way.
HAZARD LAW
In a related situation, Congress should finally opt for the introduction and approval of the Bill that will stipulate provisions for community support in times of crisis situations such as kidnapping or other forms of terroristic disaster.
This is in support of the Zamboanga City government's initiatives in addressing the countless and never-ending kidnapping incidents in the city. This possible legislation will determine who will take care of the families of victims, what has to be done in times like this, and what the community can do, and other important provisions.
For a more intensified Guardsmanship, the legislation needs to include the recruitment and technical training of vigilant volunteers such as Tanods, Barangay Intelligence Network groups, Civilian Volunteer Organizations from the 37 barangays, as well as the distribution of food supplies and other needs of volunteers on day and night duty, and other support.
Addressing the problems on terror crimes is indeed a shared responsibility between the city government and concerned citizens, to keep the entire city safe and secured.
On our own capacity, we should be doing various measures to help in the anti-kidnapping campaign.
