The 3 National Achievements of People must be Fortified in the New Constitution of Nepal

People do not know the motives of either leader whose hat is on or whose hat is off of the government power. If the tradition of "national hat" over the heads of party leaders in government power symbolizes nationalism – "seriousness in political behavior" then what symbolizes when the hat is off of the party leaders of both status quo of the conventional democracy and status quo of communist hardliners of Nepal is the question that people need answer. Yet people know these are the leaders who might pervert the significance of national achievements for sake of their own power amidst the party politics.

Therefore, people do not necessarily want what political leaders want, which signifies nothing but self-gratification for their party ideology and politics of power. For example, Maoist hardliner leader Kiran Baidhya´s resignation from the Constituent Assembly as a people´s representative might be for sake of his own greater political power in Maoist party but obviously it cannot be of people. It seems as if his ambition stands against the aspiration of people because what tsunami he wishes to bring in Maoist party´s upcoming national cadre-conference for "people´s republic" is in fact against people and their declaration of "Federal Democratic Republic of Nepal."

Declarations of "Secular State" and "Federal Democratic Republic", and movement for "Federal System of Government" that insisted on the national consensus under the multi-party democratic system are the national achievements of people for a new Nepal that must be fortified with the greater sense of nationalism and the dignity of people.

These are the explicit national achievements, but not the general ideas of democracy, without which a new Nepal cannot be created for the people and by the people. The implications of these achievements are far-reaching and if implemented authentically they are all inclusive for national unity and extremely progressive for national prosperity from the grass-root levels of people´s lives to overall national development.

The national institution that has constitutional responsibility with its electoral mandate is the Constituent Assembly, which can fortify national achievements of people in the new constitution with respect to people´s aspiration for democracy. The ratification of these national achievements is the first step and foremost responsibility of CA for initiating the process of drafting new constitution.

The ratification must be sanctified with the majority of votes of CA if not unanimous in order to redefine the nationalism with these national achievements of people so that no political party such as "Maoist" with its vested ideology can alter the achievements. The ratification must put into effect the declarations as foundation stones of democracy in which nationalism sustains.

Similarly, Nepal Army is one of the most professional institutions of Nepal as evolved and committed military institution of democracy must not be tainted by any political party´s ideology such as Maoist´s. Rather Nepal Army´s responsibility must be ratified under the new constitution to protect democracy and the national integrity with the new sense of nationalism for the people in whom nation´s sovereignty rests.

It has been clear to people lately about what Maoist hardliners want. The underlying ambition of Maoist hardliners is to establish a totalitarian style of army system that is driven by Maoist ideology entirely against the norms and principle of democracy and the professionalism of democratic military establishment such as Nepal Army.


The political parties and leaders, who have smelled the rat in Maoist party lately, particularly among Maoist hardliners, must bring themselves upfront to protect the national achievements of people and democracy with the new sense of nationalism to make people and Constituent Assembly aware of the situation.

The attempt of Maoist hardliners is to use Constituent Assembly first to gain their central control of the government and security system of the nation. If failed then their second attempt is to use democracy in the name of referendum. If the second attempt is failed then their last option would be the arms.

This hurdle is the last residue of the communist politics of Nepal against and for democracy. Majority of them have evolved with the democracy but few are still hanging on to their dream without the passage for breathing.

Basically, hardliner communist and Hindu nationalist political parties are the threat against creating a new Nepal with its new national achievements for democracy. However, Hindu nationalist parties have understood so far the significant of "Secular State" and declaration of "Federal Democratic Republic."

Nonetheless, the hardliner communists know that if the federal system of the government is established their dream for the central control will never come true. Communist hardliners alike feudal dictators are the only enemy of the federal government system. But the federal government system is the final and permanent rescue and liberty of people and democracy, particularly from the threat of communist hardliners and its militias.

The best solution is to integrate Maoist militias on the basis of professional credentials of individual militia not only into Nepal Army but also to overall security systems all the way to basic rehabilitation for treatments and training. This is what UN mission is expecting because simply all Maoist combatants are not qualified professionally and with physical maturity.

Leaders of NC, UML and MPRF must keep in mind that integration hopefully transcends the responsibility of the individual combatants with the professionalism of Nepal Army and other security forces. As a result, their party affiliation terminates eventually despite of some early frictions but the code of conducts of professional security institutions must enforce discipline.

If the ratification of these national achievements is established in the new constitution of Nepal with the majority votes of CA, the Prime Minister Puspa Kamal Dahal can be the best leader to bring radical socio-political and economic transformation of Nepal. Unlike Maoist hardliners Prachanda has successfully led the Maoist insurgency to this point in history.

In order to have stable government with the charismatic and dedicated leadership it is necessary to bring change in the conventional Parliamentary political system with the modern Parliamentary system in which the Prime Minister is elected popularly. The popularly elected Prime Minister will have to have skills of forming his or her cabinet with the consensus based politics, if his or her own party gains no majority. Such a change in the current political system can unite nation with the stable government for federal governance system to be successful.
