Graduates at Terror Zone
Despite the forging of the Philippines-Moro Islamic Liberation Front peace pact, which banned the recruitment and training of aspirants, some 40 to 50 trainees from each terror class successfully comply with their respective training courses, sponsored by both the international AQ and regional JI terrorists cells.
From the beginning until the end of the months-long training course, the AQ and JI training classes are traditionally coordinated by an Ustadz (top Islamic teacher) of each host area.
In the face of the continuous tightening of security measures in all the regions, the fullfillment of these training courses goes on effectively and unaffected by government forces.
Upon full compliance of the terrorism courses, the new rebels are automatically tasked to comply with their initial terroristic activities in assigned hometowns. Hence, police, military and other security forces tighten their vigilance against the new batch of terrorists.
Top brasses in the police and militaty forces reveal that "it is indeed customary for the new batch of terrorists to immediately fulfill missions such as salvagings and killings, bombings and bullet-straffings, hijacking and hostage-taking, as well as kidnap-for-ransom activities.
This has then prompted the Philippine security forces to intensify.
A STILL-BORN PEACE PACT?
Many political analysts in the country state that there is nil hope that a peace pact between the Philippine government and the Moro Islamic Liberation Front (MILF) would be fully realized, because the petitioning party continues to violate the legal condition of non-recruitment and training of new terror members.
Government negotiators have announced that they have finished drafting the peace agreement, but are yet to see to it that conditions for the total eradication of terroristic activities are agreed and met to the full.
The draft agreement is said to be offering the MILF a "More Expanded Autonomy", and has set the second half of 2006 as the deadline for approval. But the MILF rejected the offer, with the anticipated thought that only unmanned government lands will compose the additional extention.
Before the present Philippine government peace panel, the MILF has announced that there is no way they could ever accept the "More Expanded Autonomy" that the government is offering them.
"A more expanded autonomy is still irrelevant to the MILF, and this could be the reason to their gearing up with new terror recruits," said a Zamboanga City political critic.
The MILF, in press interviews, showed optimism that the government would completely consider the group's demand for a far wider landgrant and local governance, basing on their "Ancestral Rights" issue.
Confided a Protestant Theologian from the Ebenezer Bible Seminary, in Zamboanga City: "They want a space where they can freely practice their religion and apply their Islamic way of life. But in doing so, there is a need for them to seize power and leadership, and perform a total overhaul of the government system, as mandated in the Quran."
It is widely said that for as long as this demand is not granted, there will always be the Moro people who will continue the struggle from generation to generation. Therefore, the continuous gearing up of terror recruitment and training is aimed at providing the Bangsamoro's bearable future armed struggle against the Philippine authorities.
"It is not certain as to the full realization of the MILF demands signed in the many rounds of formal peace talks, and everything could be to the disadvantage of the Moro peoples, hence, the recruitment and training processes," confided a beat respondent.
The government panel had contended to the fact that a peace agreement has to be reached within the early months of 2007, "so as to thwart off unwanted political results, and the upsurge of illogical armed struggles.
"Come hell or high waters, the MILF demand to the Philippine government will always be rejected by the majority," declared another beat respondent.
Needless to say, the 2006 Final Peace Demand could be a "still-born baby".
