New Delhi has not worked to isolate over ground pro separatist elements in J&K

United Progressive Alliance ally Mufti Mohd Sayeed has come up with nothing new in his Self Rule outline ( I will not call it a document ) released on 25 Oct 2008. This UPA ally has already been making similar statements. No doubt the PDP sermon in the name of SELF RULE confirms that ( I ) Mufti Mohd Sayeed is desperately looking for some slogan that can compete with National Conference in Kashmir ( ii) Mufti Mohd Sayeed can not dare to ask for secession of J&K from India or joining Pakistan since he and his party would be pushed to the corners there (iii) PDP has been desperately looking for some thing beyond Farooq´s Greater Autonomy that has been declared by NC as being with in Constitution of India (iv) Mufti Mohd Sayeed sees survival only in confused state of minds of innocent Kashmiri muslims . Hence would talk some thing that is near to separatist view points but does not label him "anti national ( Indian ) . While releasing the details on SELF RULE even PDP has itself in a way concluded that this document is no where near to a solution. It has been said by PDP that : ""( i) The Peoples Democratic Party is not presenting a solution " (ii) ; "nor does it pretend to have one " . (iii) Indeed, it is our belief that roadmaps prejudge the issue " . But one thing that surely comes out of this action of Mufti Sayeed , is that , J&K has to be seriously attended by New Delhi. Rather the people of Jammu & Kashmir must create pressures on New Delhi for adopting nationalistic approach against the forces like Mufti Sayeed who are doing more damage to the cause of India in J&K than those who plainly call for right of self determination or plebiscite or secession .

Over the last one decade the conditions and mindset of the people of J&K ( particularly Kashmir Valley ) have much changed. Confusions have rather grown. The separatist leadership has been allowed to flourish. The pro 1947 accession leaders / people / ideas have been rather given unfair treatment by New Delhi. Some cunning leadership and local elements in J&K have rather found it to be of more profit to pursue the separatist like ideology in the guise of ´main stream " robes. The local conditions in the Kashmir Valley hence now need a special treatment and whole J&K State can not be handled with one policy judiciously . In Kashmir valley the voices raised are more to attract international attention. Where as in Jammu and Ladakh regions the voices raised are to attract more of National ( Indian People ) attention. I have been of the opinion and am of the opinion that GOI can no more afford working with a policy that looks only at Kashmir and appeasement of Kashmiri .

The centerpiece of PDP´s self-rule is the cross border institution of Regional Council of Greater Jammu and Kashmir. But the definition of Greater Jammu & Kashmir within constitution of India has no where been spelt by Mufti. Nor has he made any reference to Pakistan. How will this incomplete hollow document bring peace in J&K and on borders with Pakistan has still not been answered. The magic document that has been brought out of the bag by PDP after six years will only add to the belief of those who do not accept the trueness of 1947 accession of J&K with India. No doubt to any wise mind the PDP would appear advocating that accession of J&K with India is not acceptable to the Kashmiri people . Mufti Mohd Sayeed has suggested that the "The Regional Council of Greater Jammu and Kashmir will replace the existing Upper House ( legislative council) of J&K State Assembly, and will be a kind of a regional senate". Whether the status of Regional Council will be superior to Legislative Assembly of Greater J&K , whether the Constitution of J&K will be rewritten , and the like issues have not percolated from the document. I would suggest that Mufti withdraws the document and honestly let him first publicly declare his stand on the trueness of 1947 accession of J&K with India.

Need has hence arisen to carefully examine the J&K affairs looking at all the three regions. In the past the Kashmiri Hindu has always been the source of information/ assessment for Bharat Sarkar . It is only after 1989 that they so vociferously talked of bads of the muslims of Kashmir Valley after they were thrown out mercilessly. Ladakh Region ( Kargil and Leh) have been politically neglected by ruling elite of J&K ( with crown leadership from Kashmir Region). This region is cut off from the other parts of the State for Six months during winter. The region having no major agriculture, and a region having no industry has not been given a degree college for over 55 years of Independence , what more could be said to prove the neglect. Only the subsidies from GOI (on even freights ) . GOI sponsored projects with NGOs and the money spent on defence forces forms the surviving ground in Ladakh..


Must draw attention of GOI: (a) Anti India elements need to be crushed in the corner rather than giving them front seat. Otherwise the pro India minds could too consider that J&K may not be a dispute. (b) Under the circumstances when even the allies of those ruling at New Delhi have started suggesting extra territorial solutions to J&K turmoil it would be wise to even examine the suggestions / demands for reorganisation of J&K into State of Jammu (extending over ten Districts of Jammu, Samba , Kathua, Udhampur, Reasi , Doda , Kishtwar , Poonch and Rajouri ) , and State of Kashmir ( extending over districts of Srinagar; Ganderbal´ Kulgam, , Badgam, Anantnag, Shopian, Pulwama, Baramulla , Bandipora and Kupwara ) and Union Territory of Ladakh ( Leh & Kargil Districts ) . Reorganisation may come out to be of real advantage. May be once valley is made a State of Union of India the Turmoil in Kashmir Valley could be locally attended better/ medicated.This may also check the percolating communal lusts and hence any ethnic cleansing like that of Kashmir Valley of some other areas. No doubt there is a need to discuss settlement with National Conference on its proposals of Greater Autonomy for Indian State of J&K . So discuss across the table the grievances and proposals of those who are demanding reorganization of J&K into more smaller Sates / UT. The proposed State of Jammu can extend over the area of Jammu Region as was also the Jammu Province of Maharaja Hari Singh´s pre 1947 days . ( c) No undue/ extra ordinary importance need to be given to Hurriyat (it would check growing confusions in the minds of people of J&K . (d) Energies must be pooled on taking back the Kashmiri Hindu migrants to Kashmir Valley. e) India must clear the wrong conceptions regarding J&K being only Kashmir and Kashmiri. ( f) Extending money support to J&K has only gained physical support of Kashmir Valley leaders But instead they have simultaneously kept on creating confusions in the innocent rural/ god fearing Kashmiri Muslim regarding 1947 Accession of J&K with India. ( g) Finances from GOI have only inflated the purse of the elite class of Kashmir where as this class has done very little to pass on right information to innocent Kashmiri muslims.

Reconstructing the Social- Communal Matrix: The demographic structure of Kashmir Valley has to be immediately reconstructed to save the new generation of local Kashmiri Muslims getting more and more misinformed about Bharat and her intentions. Migrant JK Government employees must be asked to work in Kashmir. Twenty years is too much of a time. Non Muslim JK Government employees posted in Kashmir Valley should be given accommodation in local colonies and not in hotels. This will make Kashmir look like India. Non local Hindu families when live with would live amongst local muslims many misgivings could be set aside and the separatist ideologies like the self rule document would be checked .Only holidaying couples visiting Kashmir can not restore the confidence of the World for Kashmir being India. It has become a fashion amongst Kashmir leaders , even like Mehbooba Mufti, to frequently lay allegations of human right violations on the Security forces .

Some leaders from Kashmir Valley have regularly questioned the intentions of Bharat Sarkar .Still GOI has been extending all first favors to Kashmiri. Some pro India Kashmiri ( Valley ) leaders do not hesitate to even say that it is better to question the intentions of GOI for obtaining favours and attention In case still ignored the educational backwardness, administrative backwardness and economic neglect could be exploited in Jammu Region as well by infiltrating militants as well as the separatists against 1947 accession of J&K with India.

Daya Sagar belongs to a family that has seen the times of Sheikh Mohd Abdullah /pre 1953 days,times of Bakshi Gulam Mohammed/Shams u Din/ G.M.Sadiq/ Sayed Mir Qasim/ Sheikh Abdullah 1975 once again. His associate families had many bureaucrats, social activists, political leaders including Ministers and legislators. He is always available for joining any effort for the cause of humanity. The cause of the rural, backward and economically weaker sections of society is priority number one for him.
