Reconstruct National Integrity of Nepal with the History of Neolithic Terai

Prakash Bom
Geographically, Nepal is made up of three physical regions highlands, hills and plains known as Himalayas, Pahad and Terai. Anthropologically, the aboriginal people of these three regions of Nepal are Tharus, Magars, and Kirats. None the less, all autochthonous people of Nepal are indigenous nationalities. Therefore, Nepal´s national integrity must represent its indigenous nationalities´ diverse ethnical, cultural and linguistic history. This must be achieved with the drafting of a new constitution and restructuring of state of the federal democratic republic Nepal.

The new invaders of these regions both Pahadi and Madhesi upper caste Hindus who are dominantly running the current politics of impropriety must back off from their propaganda based politics for homogenizing their false ethnicity over all in order to wipe out the existence of the indigenous nationalities from within their invaded territories. If these invaders are farsighted then the best thing they can do is to consider the existence of indigenous nationalities in drafting constitution with the terminologies that supports their existence within Nepali national-hood.

For example, the term "One-Madhes and One-Region" is a not only disgraceful to all indigenous nationality but is an act of outright political impropriety to all Nepali nationalities. Therefore, it is anti-nationalistic to use term Madhes in the supplement bill of the proposed 5th amendment of interim constitution. Instead, the term Terai autonomous state (s) should be used. If not the term Madhes will prevent the political process for reconstructing national integrity with the inclusiveness of the indigenous nationalities´ diverse ethnical, cultural and linguistic history.

It is Maoist political parties at this point in history of Nepal, which has succeeded with the support of indigenous nationalities. Maoist also is the party, which has brought the indigenous nationalities politically to the attention of nation and the international community. Therefore, it is the ethical and political responsibility of Maoist party to object proposition such as "One-Madhes and One-Region" from being other indigenous nationalities such as Tharus wiped out with Madhesi homogeneity. Maoist should also insist to use term "Terai Autonomous States" in the supplement bill of the 5th amendment and should object term Madhes for reconstructing Nepal´s national integrity with the history of indigenous nationalities.

It is an anthological fact that Tharus are the indigenous nationalities of entire Terai or the Ganges Delta of the South Asia since Neolithic period of human civilization that revolutionized agricultures. On the contrary, Bojpurai and Maithali Madhesi are some of the invaders of India known as Caucasian Indo-European Aryans. Therefore, it would be the same as the invasive feudal Hindu rule of the old regimes of Nepal as to declare Terai "One-Madhes and One-Region" setting up constitutional provision. Politically, the term Madhesi and Madhesi should be replaced with the historical term Terai for reconstructing Nepal´s national integrity with the history of indigenous nationalities of Terai.

The medieval age Caucasian Indo-European Aryan invaders who invaded Nepal during Mogul India most of them were upper caste Hindu and Madhesi must restrain their political authority after getting people´s mandate from Constituent Assembly elections from forcefully superimposing their false political agenda in the name of marginalized ethnic group. This is an act of political impropriety. But if they really see their political future then they could respect the history of really marginalized indigenous nationalities of Terai such as Tharu, and see the significance for reconstructing the national integrity of a new democratic Nepal.

Madhesi demand for "One-Madhes and One-Region" or Madhes autonomous province is politically intended to disintegrate the nation in the long run to be the part of the India such as Sikkim. These Madhesi politicians who represent Maithali and Bhojpuri communities know well that if Madhes can be the part of India as a state it will be better off. If three main political parties´ leaderships fail to apprehend the crux of the Madhesi agenda and address it without being aware of undermining the premise of reconstructing national integrity in respect of the history of indigenous nationalities of the entire nation then we are deliberately disintegrating nation.

Foremost of all, the term Madhes autonomous region must be objectionable constitutionally in regard to the history of indigenous nationalities of Terai who have had been residing since Neolithic period of the agriculture revolutions. According to the CNRS, Paris census Tharus of Nepal both from Terai and inner Terai are the most numerous indigenous minorities in their ethnicity, culture and language – such as Deshaurya, Dangaura and Rana Tharus. This is an example of one of the indigenous communities of Terai. Therefore, it will be historical mistake to declare Terai Madhes autonomous region. Terai should rather have numerous Terai autonomous states.

The new chapter in the history of modern Nepal for reconstructing its national integrity has begun with the declaration of secular democratic Nepal. The declaration has eliminated the arbitrary rule of feudal Hindu – both upper cast Hindu Madhesi and Pahadi over the indigenous nationalities of Nepal. Now again to give constitutional guarantee to Madhesi upper caste Hindu politicians´ demand for Madhes autonomous region is disrespectful to the declaration.

However, fulfilling Madhesi leaders´ demands for Terai autonomous states, mass recruitment of Terai citizens of all ethnicities into Nepal Army with the term ´Terai´ will not violet the declaration of secular democratic Nepal. Therefore, such provision in the constitution will be inclusive to all ethnic groups of Terai including Madhesi. But it is anti-nationalistic to give constitutional provision with the term ´Madhes´ because as Hindu it is exclusive to rest of other ethnic groups of Terai.

As a matter of fact, the main political parties – Maoist, NC and UML have secured far more percent of vote of Terai in Constituent Assembly than all Madhesi political parties which demand Madhes autonomous state. Therefore, main political parties have the mandate not to declare Terai Madhesis´ autonomous state that will eventually merge with India for the greater state privileges such as of Sikkim.

It will be the electoral democratic revolution of the Constituent Assembly, if the government can introduce a bill for legislators to vote on UDMF´s agreement with the interim government to eliminate it as anti-nationalistic and scheme to disintegrate the nation with the two-third majority. Such a move will save Nepal from disintegrating as a nation to Madhesi´s would be one of the Indian states next to Sikkim. It is the ancient indigenous nationalities´ history of Terai can reconstruct national integrity of Nepal from falling apart with Madhesi political parties´ demand for "One Madhes One region" as a large Madhesi state in order to fulfill perquisites of a state to be part of India.
