America revises its strategy

Strategic research centers and groups in the US have devised a new strategy for the new president. There are many changes in the American strategy that will affect the Middle East. Global changes forced the Americans to rethink their tactics but not their goal. The new strategy aims at keeping the Pax Americana as long as possible. So, one may describe the new strategy as, a one for better confrontation against the new rising forces.

The US will change its strategy because its present one reached its end goal with variable degrees of successes and failures. The US could secure its presence in Iraq. Yet it still pays dear to continue there. The improvements of security conditions there reflect the use of forces. Nobody could predict what would happen if the US withdrew its forces. It tries to have a security accords with Iraq, but this accord is not popular there and it may ignite more violence.

It could spread chaos in Iraq, Afghanistan and Somalia. However, this chaos did not prove too creative and this chaos became the first threat against the long-term Western influence. Until now, the US did not win its war on terror despite the fact that most worlds support it in this war. However, most of those who support America do not agree with its views about how to deal with terror. The world is not safer and some reports leaked that Al-Qaeda might use Mass Destructive Weapons against Western interests.

The present strategy promoted ideas of globalization, free markets, free trade, human rights and democracy. Yet a poor became poorer, the US is one of the three top violators of human rights and until few previous dictatorship regimes followed the democratic path.

American thinkers devised a new strategy for the new American Administration. They ask the new administration to use less military might while spreading the American influence. This means the return of the containing strategy of Clinton. They want to confront terrorism by studying and solving its causes. They consider terrorist groups as criminal organizations not an armed enemy. This reduces or diminishes the use of armies in the War on Terror while giving security and social changes the upper hands. They want the US to support democratization for the coming decades and centuries but they want to implant the prerequisites and the factors that lead to safe changes in societies before the democratization process. This means abandoning creative chaos theories.

It is clear that the American thinkers want to deal with many problems. They are the American military failure, the view of America as a sole power and keeping Pax-Americana. However, there are global changes that determine the changes in the world politics other than Americans. The rising Asian Powers will change the world into a multi polar system. The environmental changes will stir food, water and fuel crises. The intercommunications made the world a global village.

Political and economical analysts see that these changes will affect badly the free trade and protective policies may be administered again. These new protective policies may take the form of a geographic bloc against another one. For example, perhaps it would be the EU against NAFTA region of North America or NAFTA against Asian Cooperation Organization. If the US insisted on dealing with world problems as a sole power this would ultimately lead to confrontation with Russia, China, India and perhaps the EU. Whosoever won the next American presidential elections would be hesitant to ignite a new war. Obama wants to talk with everybody and Mac Cain tries to distance himself from the New Cons in his Republican Party.

The new American Strategy will affect the Middle East. Its effects will be determined by the cleverness of players in the region to balance the influences of superpowers and to neutralize the drawbacks. Israel had established military relations with China and India. Let us not forget that Israel shifted alliances from France to the US after the Suez Crisis, 1956 when France lost its influence as a global power.

The Arabs have historical relations with Russia, India and China and they should invest upon them. The new Mediterranean-EU Union gives them a chance to develop and upgrade their agriculture, industry, services and infrastructure. They should keep their relations with the US and Ambassador Abd-El-Raof Al Ridy wrote in Al-Ahram newspaper on how we could manipulate the Zionist Lobby and Congressmen in the US. The Arabs should devise their strategy and decide now on how to deal with world changes or they will be in another era of reaction. Always those who do not act but react lose. If they do not agree, Egypt should go its way to devise its own strategy for the new phase. They will follow like what happened after Camp David but it was late for them to win.
