India has to answer those who are opposed to talks with anti India elements

Political scenario has not changed much from what I could see in 2005. Three years have passed. Dialogue for what? Negotiations on what? Government of India has not yet clarified that what is the subject matter of talks for which any one including Hurriyat Conference other separatist elements are invited. Where as the "Separatist" apparently say that they do not accept the October 1947 accession.
Kashmir is disturbed say some . Local conditions in the valley are much congenial, say others. And at occasions even the Home Minister of India swing to the either side . Militancy at occasions looks soft to those living on the lease of security drawn out of the people´s exchequer. The common man is caught in the rough . There is enough to negate the claims of those who talk of control over the conditions.
So frequently the Prime Minister / Home Minister/ Chief Minister go on air saying no objection to defying leadership of J&K coming forward for some dialogue to resolve the Kashmir problem. But what is the problem, no one spells out. And Mufti Mohd Sayeed has nearly suggested Government of India that Pakistan is a Party to deciding the territorial sovereignty of J&K and the 1947 accession of J&K with India is not a closed chapter. His demanding that till final settlements currencies of both India and Pakistan should be made operative in this side of J&K and Pakistan Administered part of J&K. Mufti has not suggested for use of Indo Pak currencies in all state of India and Pakistan but has called for only in J&K. To defend his demand and save Congress lead Government at new Delhi from embarrassment Mufti has tried to take cover under the SAARC . He has called for trials in J&K. Does Mufti mean that J&K is a separate Country. Mufti should not think that all people are so innocent and ignorant. Man Mohan Singh too was silent in this regard when he visited Jammu on 25-04-08.
Do we have any problem worth for negotiations? And that too for discussions with those who defy 1947 accession of J&K with Indian Dominion. and innocence of the common people of J&K who still believe in the local social as well political leaders.
Convictions regarding the un-truthfulness of 1947 accession that were with only a few ( mainly pro Pakistan) elements in earlier days have since been nurtured over the years . The anti India campaigns have been provided rearing grounds by the sluggish ( rather non serious) approach that the Indian leadership has adopted for last 6 decades .Still there is time take lessons from failure of the theory that one day the anti India forces will get physically tired on their own. Long lasting solution can be found only in mental reconciliations and settling of doubts.
The circumstances have forced even some pro 1947 accession units in J&K to at least believe the accusations that the erstwhile Governments at New Delhi have eroded the Constitutional Authority of Government of J&K . Some even say it very conservatively that Kashmiriat is eroded.
The subjects of J&K belonging to Jammu Region and that from Ladakh have started feeling that they are being neglected for having shown total oneness with the Indian Dominion . The agitations alleging neglect, unemployment, under development and the falling economic levels of the masses of the far flung areas of Rajouri, Poonch, Doda, Udhampur and the like have been brushed aside . Rather some have even taken to misinforming the people of Kashmir Region that these protests are against the good being done to Kashmir Region . Where as the masses in Kashmir region too have been pushed deep in the ground as regards standards of saleable school/ college education and employment in superior services. The innocent and economically poor masses of both Jammu and Kashmir regions are under social and economic insecurity.
The women and children of far flung areas of Rajouri, Poonch, Udhampur, Doda, Kathua and Kupwara districts have been bled, tortured ( even butchered ) and raped of modesty under the threats of militants. The security personnel chasing the criminals and militants too at occasions make the life difficult for the common man. Such conditions if continue do provide favourable opportunity to insurgents to woo the locals to their choice .
All these years one sure signal has been given to the world community that there does lie some problem between India and the State of Jammu & Kashmir as regards political sovereignty of J&K. The constituents of the Hurriyat , Jamait e Islami , JKLF have not agitated on economic backwardness and unemployment .One section of Hurriyat Conference believes in Two Nation Theory based on Hindu Muslim sectionalism and lay preferred choice on Pakistan. The other section pleads for Independent J&K State . Though they say that they will accept the majority opinion in case of a plebiscite .
The approach of GOI has reasons for becoming a cause of concern for those who are particularly for holding firmly to 1947 accession of J&K with Bharat. Such subjects are there in all the three regions of Jammu & Kashmir. A lot of irritation has been caused to leaders like Dr. Farooq Abdullah who has so firmly held to the trueness of 1947 Accession of J&K with Indian Dominion. Jammuites have inspite of being economically, educationally and administratively backward they had been showing wisdom in agitating peacefully . Some Jammu leaders say that since for about five decades GOI was engaged in fighting anti- India forces ( what ever small in number) they never wanted to weaken the government. It is hard reality that all anti India and some anti establishment elements in J&K had been aided and abetted by Pakistan as well as UK & USA (atleast for three decades after 1947) . Pro Accession leaders from J&K even allege that their being peaceful and committed to nation has made GOI to take them for granted and they have remained unheard of their genuine miseries . Such questions should not bee allowed to rear in the innocent minds . Now the GOI can not afford to carry the old way.
Pakistan has said that Kashmir is the prime issue . The leadership of Pakistan has so misguided the people of Pakistan that at present no Government in Pakistan can settle without some give and take on Kashmir. India has to cut the agenda for any talks with Pakistan to this single item only. Ofcourse the status of the February 1994 Parliament has to be settled before holding any talks with Pakistan . Otherwise it is all wastage of money & goodwill for India in the innocent Kashmiri minds.
In case no negotiations of the geographical area of J&K ( pre 1947) are to be done with Pakistan then the GOI that is prepared to hold talks with even anti 1947 Accession and Anti India elements should better stop the talks hoax . Better seriously listen to the proposals like that of Dr. Farooq Abdullah,s National Conference that fully owns the 1947 Accession and no one declares his self as loudly as an Indian as Dr. Farooq does. At least one door will be closed. Under the present circumstances Kashmir issue has been nearly made international . GOI must once for all clarify the reservations it has for accepting the proposals of Dr. Farooq Abdullah in moving to 1953 administrative and constitutional status ?. Under the circumstances if done so it will settle many scores, close many holes and make anti India slogans very very feeble . Talks of pre-1953 status or greater autonomy or erosion of autonomy surely add some life to what the secessionist aim at. Ocourse such proposals National Conference cannot carry through without the people from all the three regions of J&K .Farooq has to convince his opponents ( irrespective of numbers ) for the usefulness of Greater Autonomy for all the Subjects of J&K.
Enough is enough. GOI is prepared to talk to Hurriyat and militants/ insurgents who would shed guns and Manmohan Singh had extended such invitation even when in London on 7 -07-05. Such acts almost giving recognition to the cause insurgents profess. Then why not hear to Farooq´s 1953 status ? Why not listen those who talk Regional Autonomy ? Why not listen to those who demand re- organisation of J&K State into two States comprising of Jammu Province of Hari Singh´s Princely State and Kashmir region of Maharaja's Princely State and a Union Territory of Ladakh ( in view of economic needs of the area) ? People of J&K can not afford more disintegration of the socio- communal fabric of J&K. No more political plays please. Some chapters need be closed now.
