Border Police Corruption

A member of Mexico’s Federal Police , Ruben Rochin- Gutierrez was arrested January 31, 2006 by FBI Agents in Tucson, Arizona for possessing with the intent to distribute 15,719 pounds of marijuana.

The U.S. Attorney’s Office news release stated that indictments for Conspiracy against Rochin-Gutierrez and others involved three events to distribute marijuana in Nogales and Tucson, Arizona.

Corruption by Mexican Police who openly “smuggle narcotics” or engage in “human trafficking” in the United States should receive prison sentences and fines above normal judicial guidelines.

The same factor should hold true for any “corrupt” U.S. Officer or Police Officer. The U.S. Border Patrol has had it’s share of “ Bad Apples” through the years. Most were “turned in under Section 287 (10) by other Agents. There’s enough “Crooks” on the street without worrying about the integrity of your partner in remote regions.

I’m very proud of the U.S.B.P. which will not tolerate “felons in uniform”.

Some agents in my tenure of service were arrested for “Smuggling Cocaine” and are still in Federal Prisons, if they survived the wrath of inmates, not overly fond of incarcerated ex-law enforcement.


New hiring practices without comprehensive background checks allowed one illegal Mexican national the opportunity to attend and complete the U.S. Border Patrol Academy. The Agent was soon smuggling aliens in Violation of 8 USC 1324 and was arrested.

There is no excuse for any U.S. Officer to accept bribes or break the laws they are charged with enforcing. If they want to be a criminal, be a criminal but don’t wear a “Shield” of the U.S. and expect to “have a get out of jail free card”.

In a recent article by Rep. Tom Tancredo “Mexico’s Lawless Border” 2/03/06, Mr. Tancredo states:

It is widely understood by local law enforcement agencies, the Border Patrol, as well as the F.B.I. and D.E.A., that high-ranking members of the Mexican military in the border Regions are often bribed to cooperate in the drug cartel’s smuggling Operations.

The corruption of law enforcement agencies within Mexico is pervasive in the border regions. Honest prosecutors, police officers and

Military commanders are under constant threat and are frequently the victims of assassinations”.
