Governor Signs Bill by Assemblyman Tran to Expand Access to Dental Care, Reduce Red-Tape

SACRAMENTO- As the 2007 legislative session reaches conclusion, Governor Schwarzenegger has signed two more bills by Assemblyman Van Tran (R-Costa Mesa).

Assembly Bill 383 reforms the billing process related to orthodontic procedures under California’s Denti-Cal program (the dental component of Medi-Cal). Current regulations require monthly visits by patients to participate to receive orthodontic treatment. Under AB 383, dentists can schedule visits as needed, sometimes skipping a month and sometimes seeing patients multiple times in the same month.

This reform modernizes the Denti-Cal program and brings regulations in line with the current standard of care practiced across dentistry. It will remove a significant barrier, encouraging more dentists to participate and expanding access to needy Californians.

Time and time again we find archaic regulations hinder government from doing a good job, wasting time and wasting money,” said Assemblyman Tran. “I was proud to author a measure that modernizes operations and will help needy Californian’s receive the care they deserve.”


Governor Schwarzenegger also signed Assembly Bill 403, relating to the operation of attorney-client privilege after a client’s death. Current law has led to confusion of the proper protections for attorney-client privilege and AB 403 clarifies those issues by bringing California law into conformity with the all 49 other states.

Supported by the California State Bar’s Committee on Professional Responsibility and Conduct, Tran’s bill makes clear that lawyer’s are obliged to claim the attorney-client privilege after their client had passed.

Professional ethics requires clear procedures protecting the rights of client,” said Tran. “AB 403 makes it 100% clear that the rights of the client comes first.”
