DELGADILLO SECURES JAIL FOR MAN INVOLVED IN 17-YEAR IDENTITY THEFT FRAUD
York A. Rogge, 41, was convicted of 10 counts of identity theft – one count for every recorded time the victim’s identity was used for fraudulent purposes – and one count of forgery for fraudulently applying for a California driver’s license under the victim’s name. Commissioner Nancy Gast sentenced Rogge to three years in county jail and prohibited him from using any identification other than his own.
Officials believe entered the United States via New Jersey in September, 1986 on a tourist visa and overstayed his visit. Thereafter, he started his new life in Los Angeles county where he began to have contact with law enforcement including a conviction for driving under the influence, domestic violence, etc. Officials theorized that in order to avoid detection of his immigration status, Rogge assumed the identity of Salt Lake City locksmith David Dahlstrom who lost his wallet, which contained a birth certificate, Social Security Card and driver’s license, was lost. Between 1990 and 2007, Rogge was convicted of several crimes committed while he was using Dahlstrom’s identity, including driving under the influence, vandalism, burglary, leaving the scene of an accident and making a bomb threat.
As a result, Dahlstrom was the subject of an arrest warrant, was denied a credit card, has his credit history tarnished, received notice of parking citations and his insurance made claims against him for two automobile accidents in which he was not involved. After being charged with stealing a car and assaulting his girlfriend in 2006, Rogge was sent to state prison for one year for probation violations. During that time, the girlfriend divulged his true name to a parole officer who later informed authorities, including City Attorney Delgadillo’s Identity Theft and Fraud Unit. The case against Rogge was successfully prosecuted by Deputy City Attorney Christopher R. Garcia.
Rogge is in county jail serving his sentence, and will be facing deportation proceedings following his jail term and verification of his immigration status.
