After the United States has been politically broken-up into four parts [four kingdoms], there will arise a Little Horn [the anti-christ, the king of the north], which shall [seek to] destroy the true and holy people [Revelation 12, Revelation 17:14, Revelation 20:4] -- not the synangogue of Satan, which say they are jews, and are not, but do lie! [Revelation 2:9, Revelation 3:9]
The 'little horn' which is stout will be given authority by the ten kings that surrendered their "throne" to him once it is realized that the nation formerly politically known as the 'USA' or 'United States of America' cannot function as "transgressors are come to the full". Remember, the 'little horn' that comes from the actual 'four horns' [which I personally believe could be the Middle-East Quartet, or an organization similar that will still "effectively" take the rule of the up and coming former USA. Remember, the 'little horn' comes from one of those kingdoms --- Russia [the north] is a part of the Middle-East Quartet {"the horns that have scattered Judah, so that no man lift up his head"}].
Let's go back to the topic of the 'ten horns'. The 'ten horns' are "ten kings that shall arise" and another shall arise after them [the little horn, the anti-christ, the king of the north who is more "stout" than his fellows] who shall subdue three kings for he is indeed the fourth king that will subdue all of the three kings from the soon-to-be formerly politically recognized the USA which will break up into 'four kingdoms' to have four kings [presidents, prime ministers] in which the "fourth king" will subdue the other three because he is from 'the north' [Russia] --- Russia is a part of the Middle-East Quartet.
Concerning the seven kings [the eighth is of the seven], the seven kings have reigned in Mystery Babylon the Great [Modern-Day Grecia, Four Kingdoms out of the One Nation {USA}] in which five will have fallen, while one is already, and the other has not yet come into power [when he cometh into power, it will be for a short time], and the seven is the one [anti-christ, king of the north] who is also the eighth that goeth into perdition. Then there are the Ten Kings.... Remember, The 'ten kings' have not yet received power, but will receive power when they shall give their "throne" to 'the beast' [the anti-christ, the king of the north, the little horn] in a timespan of one hour. The 'ten kings' shall hate the whore [Babylon The Great].... Babylon the Great is a "Great City", a City as in an financially and economy trailblazing industry in which that land is known even to many in the world as the whole country is productive [a City]. Remember 'City Mouse'/'Country Mouse' .. The City Mouse was "hip and trendy" .. The Country Mouse was "quiet and reserved". Babylon The Great [Four Kingdoms that shall arise out of that one nation = USA] is referred to as City because it is a financial empire/powerhouse!

23 And in the latter time of their kingdom, when the transgressors are come to the full, a king of fierce countenance, and understanding dark sentences, shall stand up.
24 And his power shall be mighty, but not by his own power: and he shall destroy wonderfully, and shall prosper, and practise, and shall destroy the mighty and the holy people.
25 And through his policy also he shall cause craft to prosper in his hand; and he shall magnify himself in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand.
Revelation 17:10-18

18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.
