Government of India did not take Jammu and Kashmir affairs seriously even after mass migration of Kashmiri pundits from Kashmir Valley .. After 1990 the people of Kashmir Valley have been rather pushed further into a dilemma of distrust , confusions and misunderstandings on JK {Kashmir } affairs { including "HISTORY}".
Majority of the Valley youth in thirties { like one who was reading in primary / middle school in 1990} has not received workable information about the truthfulness of New Delhi / local JK Governments of the past { not even through the media write-ups as may appear there locally }. Separatists kept on moving amongst the locals but the political leaders, ministers, senior officers, remained fascinated with VIPs cars and security cover. National Conference has gone more under the pressures of separatists after Mufti Mohd Sayeed too started talking of Kashmiriat in his own style.
Anti accession elements could hence manage more and more space against the local main stream leaders / parties. The result has been that the masses in the Valley this day do not forcefully reject separatist ideologies. . Signals well emerge from the write ups and the material that the Valley published news papers receive these days. The views emerge from students, professors, ex civil servants , advocates.
Jammu and Kashmir State has been referred as Kashmir in pre 1947 days as well.. But the reference points that are mostly focused this day in Kashmir pertain to Kashmir valley only .It is only Kashmir valley from where regularly allegations are made against Government of India for not truly treating the Kashmiries. After 60 years of accession of Jammu and Kashmir even the main stream political leadership accuses Delhi for having not met the aspirations of Kashmiri people. But so far neither New Delhi has seriously asked the mainstream leaders to submit the agreed draft on the aspirations. Nor have the mainstream Kashmir valley leadership on their own submitted any draft on the aspirations. No doubt those who question the trueness of the accession of Jammu and Kashmir with India have made their demand clear. Since the affairs have remained unresolved , the common man in Kashmir valley does not look at India that passionately.
On the other hand the people from Jammu and Ladakh regions too allege that they have not been treated fairly by the local governments as well as New Delhi. inspite of the fact that they have never raised any questions on the trueness of 1947 Accession of JK with Indian Dominion. The conditions that prevail in August 2010 in Kashmir Valley have put the people of whole state of Jammu and Kashmir in socio economic stresses. Although the Accession was the prerogative of the ruling Prince of a Princely State outside British India, still for argument sake the number of those who believed in the religion based destiny of Kashmir was very less in 1947. But in 2010 there are many in Kashmir valley who question the relationship of JK with India. But Kashmir affairs can not be disposed so simply on the basis of the slogans and separatist voices that are vocal in Kashmir valley. The reasons and circumstances must be understood before making a sermon on the future of JK { Kashmir Valley in particular}.
In 1946 Quit Kashmir call was given by Sheikh Mohd Abdullah´s NC . Although this call was not in agreement with the general policy of Congress but still it was not objected by Congress on the instance of Jawahar Lal Nehru. No such movement was started in any other Princely state outside side British India. No doubt Sheikh Abdullah was for the Princely State of JK joining India Dominion .But through QUIT Kashmir call Sheikh Abdullah opined that on the British retreat Maharaja Hari Singh should on Kashmir joining Indian Dominion hand over the political power to National Conference like British was to hand over to Congress for Indian dominion. A confrontation between Nehru and Maharaja too started on this account . Later State of Jammu and Kashmir was pushed into more confusions when the Redcliff award on the Indo Pakistan boundaries could not be finalized before 14 August. 1947 { the link with India / East Punjab was not certain till 14 August 1947}. This too might have contributed for Maharaja requesting for Stand still agreement on 12 August 1947.
The local environment was also infected with concepts of Two Nation theory as well as the misunderstandings that the ideological conflict between Jawahar Lal Nehru aided Sheikh Abdullah had created in the minds of some Kashmiri people { I am saying Kashmiri people since t politically it was only Kashmir Valley that was cared by the then Indian leadership}. The circumstances as well as the environment that prevailed in Jammu and Kashmir after October 1947 were not handled wisely.. After Accession no much efforts were made by the local state governments as well as the Governments at New Delhi to properly , correctly and sincerely address to the confusions and questions in the minds of the people of Kashmir Valley as regards accession of JK with India.. Whereas the anti accession, pro Pakistan , pro independence , pro Islamic state elements kept on working in the Valley and exploiting the innocence of the local masses
Kashmir Valley was a small region of the State of Maharaja Hari Singh that then comprised of Jammu Province having 5 districts and two Jagirs , the Kashmir Province having just 3 districts and district of Ladakh . After October 1947 aggression from Pakistan side Kashmir province lost a major part of Muzaffarabad District and Jammu province lost some areas including Mirpur district. Still Local Congress lead government { headed by a person who otherwise belonged to Jammu Region} in 2006 showing extra preferential treatments to Kashmir Valley ordered 10 District Administrative Units each both for Jammu Region and Kashmir Region. Even Delhi has always treated Kashmir Valley as sole representative of the State of Jammu and Kashmir. So one of the reasons that has lead to the miseries of the common man of JK is that New Delhi could not see beyond Kashmir valley. The politicians and separatists have been hence able to exploit the innocent common Kashmiri in the name of religion as well suggesting that " Kashmir valley " people were special for INDIA..
The other thing that has helped the separatists ideologies to survive, rather grow, has been that even at the social and ideological levels Kashmiriat has been addressed like " a nationality". The Kashmiriat has been professed more than Bhartiyata even by the non muslim view makers belonging to Kashmir valley. Even culture and history wise there have been many who knowingly or unknowingly cultivated the impressions that Kashmir valley has its roots different than other Indian states. Such like acts and environment are enough to woo the innocent and simple people in the name of religion/ injustice/ discrimination. So common Kashmiri .has been duped in the name of "Being Special" by heir own elite "Kins", No doubt the "consultants" to GOI on Kashmir affairs too could not perform truly..May be it is now time for man Mohan Singh / Chidambaram to look for new teams.
