Indian Preparedness III :: Insugency : :: Disturbed Neighbourhood ::External Threats
India has this day troubled neighborhoods. More particularly India has two troubled neighbours in China and Pakistan who can and have been intentionally throwing challenges on India. The state of affairs in Sri Lanka and Nepal could be used by others . No doubt Afganistan too is in deep waters of uncertainty.
As regards Pakistan, this country is more inflicted with its own internal problems that rest in {i} itīs birth on communal ideology, {ii} having remained without a democratic system, even primitive, for over five decades, {iii} having remained under the direct or indirect army rein for all these years ,[iv} having failed to raise a stable economy , {v} having remained dependent on US /UK and Islamic countries for running its economic affairs , {vi} having kept its people engaged in communal war games with India to cover up internal political and administrative deficiencies , {vii} having looked more towards UK /US for help and support since UK /US right from 1947 feared a strong future competitor In INDIA, {viii} having failed to keep together its people even in the name of religion, {ix} having already broken into Bangala Desh and being under further threat from some more disintegrating movements from within ,{x} regularly using the Muslim card on Kashmir against India for diverting the attention of its own people away from the internal shattered economy and constitutional system and {xi} above all even today have not been able to bring its people out of the influence of local ethnic chiefs{ village chiefs / Sardars } .
As regards China , this country sees more economic competition from India in times ahead. China with the progressing world order also fears that its people would one day defy the single party democratic system and may look for more of freedom of expression. So , China too has looked at India as an economic "enemy" as well as a market for selling her products. China has been encouraging Pakistan against India. Threats on the border security do adversely affect the economy of a nation and hence in a way go in favour of the competitors in the economic field. So disturbed India does fall in the socio /economic as well as political interests of CHINA too as it falls in the interest of Pakistan. Under the circumstances Pakistan has to live in local turmoil { even facing a threat of civil war with Army and ISI daring throwing occasional challenges on the " democratic government" . Catching on issues that could accuse India in the name of the memories of 1947 religion based division of Bharat would hence divert intentions of common Pakistani from failure of democracy in Pakistan providing some life to the "ruling elite"
May be to some of Indian people "India is Rising". But the rise does not appear that fascinating to many.. All these years even internal disturbances along Indian borders too has risen. The corruption on state finances has risen, distrust of masses in local law and order machinery has risen, the justice system too has come under questions , uprising against local governance has taken alarming notes. Challenges to the wills of Government from those who are even convicted for conducting crime against the nation too have risen. Humiliations to local police and security forces from "naxalite " like rebellions are rising. Indian voter citizen who raises the props of the "Delhi Throne" desperately looks at the "skies" for the plans the Government has in store for weeding out the terrorist, militant, separatist and antinational elements and the like ideologies. The Bofors and the Bhopal Gas disaster have eaten many years of precious time and tax revenue tax is paid indirectly even by a beggar on the salt and water he consumes}. Earlier people talked of terrorist affected Kashmir valley but now there are more talks of bleeding "RED CORRIDOR". Enough of grounds have become available for movements against the local governments . More unfortunate part is that the non serious manner in which the local resentments and annoyances are being handled is raising opportunities for some miscarry the innocent and simple poor people { simply agitating for two square meals / local justice } to revolts against even the Indian nationality.
In 2004,too , to some , "India" was "Shining". But no one talked of "India Shining" after 2004. Was the India Shining slogan really false ? Does it mean that the democratic system in India is so truthful that it truly gives the status of the ground realities? Did people so seriously reject the India shining slogan in 2004 ? I am not here to discuss the performance of the Vajpayee lead NDA 2004 government that was routed from the power in 2004. The fact that I want address here is that a large majority of the Indian people { may be more than 75 percent / nearly 900 million} who matter for election process are all the time engaged in arranging two square meals and a minimum shelter. Therefore , surely, the political leadership in India has so far succeeded in proving the non political opinion makers wrong at most of the times.
RISING INDIA slogan is in air.. Rising India" too sounds some thing like " India Shining ". But I think here the spirit of the slogan has different dimensions. If I am right the Rising India has not been worded to praise the Indian political and economic status growing so high but it is to draw the attention towards the Challenges { even from the neighbourhoods } to the mission of Indian people who wish to see India Rising. More particularly when the Indian neighbour countries are caught in their internal troubled waters and challenges to their economic ambitions or political stability or both. So, with this understanding in view , I would address to External threats and Indian preparedness.
Hope India Rising economically and politically. Both these sectors have internal and external dimensions. Internal dimensions in brief extend to {i} growth in agriculture, research, export , {ii} social / physical/ economic security , {iii} uniform development of all the / regions/ sects / ethnic groups ,{iv} faith of the common man in the political system/ local governance / and {v} effectiveness of the community services { health, education / social welfare }. The External dimensions extend to [i} dependence on external resources, imports / exports , {ii} faith of people in the trueness of the local government / law and order machinery, {iii} relationship with the outer world { particularly neighbours }, {iv} political / economic ambitions of the neighbouring countries and {v} the constitutional / economic stability of the neighbours.
Even under normal circumstances any country may face economic challenges from outside world . A fair competitive challenge is not bad but when challenges are shaped to unfairly cripple the economy or political system of another country it is really bad and must worry the people who are concerned for their country, more particularly any government in a democratic system like India .
India is faced with indirect living threats to external security. People shall have to rise above minor gains.
As on date no one in Pakistan can peacefully settle for long term peace with India on the international borders. Pakistan and China would prefer to the less use of military threats against India and make more use of internal { local } grievances and disturbances in India for disturbing the internal peace leading to unrest in the economy and democratic governing system
