Dutton-Romero Unemployment Reform Measure Clears Committee

SACRAMENTO – A measure jointly authored by Senate Republican Leader-elect Bob Dutton (R-Rancho Cucamonga) and Sen. Gloria Romero (D-East Los Angeles) to prevent elected officials from collecting unemployment benefits after they lose or leave office, received unanimous support in the Senate Labor and Industrial Relations Committee.

Senate Bill 1211 became necessary after Senator Romero and Senator Dutton learned that former Rosemead City Councilman John Nunez collected more than $11,000 in unemployment benefits after he lost his re-election bid in March 2009.

Under provisions of the bill, SB 1211 clarifies that elected officials are prohibited from receiving unemployment insurance benefits and authorizes the Employment Development Department (EDD) to recover benefits unlawfully collected by former elected officials.

"With the state´s unemployment insurance fund already bleeding red, we need to make sure only those who are rightfully eligible to receive payments get them," Senator Dutton said. "SB 1211 is a common sense measure that will close this loophole in the law and ensure this never happens again."
