02.04.2010 - The house passed HR 4061 known as 'Cybersecurity Enhancement Act of 2010' in an effort to purportedly "improve" cybersecurity.

The bill s773 aka 'Cybersecurity Act of 2009' was introduced in the Senate on 04.01.2009 "to ensure the continued free flow of commerce within the United States and with its global trading partners through secure cyber communications, to provide for the continued development and exploitation of the Internet and intranet communications for such purposes, to provide for the development of a cadre of information technology specialists to improve and maintain effective cybersecurity defenses against disruption, and for other purposes." s773 also states that "The President shall work with representatives of foreign governments to develop norms, organizations, and other cooperative activities for international engagement to improve cybersecurity ..." ---- Interseting!

s773, in part, states the following:

SEC. 3. CYBERSECURITY ADVISORY PANEL

(a) IN GENERAL- The President shall establish or designate a Cybersecurity Advisory Panel.

(b) QUALIFICATIONS- The President--

(1) shall appoint as members of the panel representatives of industry, academic, non-profit organizations, interest groups and advocacy organizations, and State and local governments who are qualified to provide advice and information on cybersecurity research, development, demonstrations, education, technology transfer, commercial application, or societal and civil liberty concerns; and

(2) may seek and give consideration to recommendations from the Congress, industry, the cybersecurity community, the defense community, State and local governments, and other appropriate organizations.

(c) DUTIES- The panel shall advise the President on matters relating to the national cybersecurity program and strategy and shall assess--

(5) whether the strategy, priorities, and goals are helping to maintain United States leadership and defense in cybersecurity;

(6) the management, coordination, implementation, and activities of the strategy; and

(7) whether societal and civil liberty concerns are adequately addressed.

SEC. 12. FEDERAL CYBER SCHOLARSHIP-FOR-SERVICE PROGRAM

(a) IN GENERAL- The Director of the National Science Foundation shall establish a Federal Cyber Scholarship-for-Service program to recruit and train the next generation of Federal information technology workers and security managers.

SEC. 21. INTERNATIONAL NORMS AND CYBERSECURITY DETERRANCE MEASURES.

The President shall--

(1) work with representatives of foreign governments--

(A) to develop norms, organizations, and other cooperative activities for international engagement to improve cybersecurity; and

(B) to encourage international cooperation in improving cybersecurity on a global basis; and

(2) provide an annual report to the Congress on the progress of international initiatives undertaken pursuant to subparagraph (A).


RE. HR 4061

HR 4061 originially introduced on 11.07.2009, warrants [that] an assessment of the Cybersecurity workforce will be aimed to determine how successful such program is with particularly Women, African-Americans, and Native Americans. Also, "perform research on cybersecurity social and behavioral factors, including human-computer interactions, usability, user motivations, and organizational cultures." In regards to the program, The National Center of Excellence for Cybersecurity shall be warranted the right "to perform research on cybersecurity social and behavioral factors, including human-computer interactions, usability, user motivations, and organizational cultures." ---- Interesting!

HR 4061, in part, states the following:

SEC. 107. CYBERSECURITY WORKFORCE ASSESSMENT

Not later than 180 days after the date of enactment of this Act the President shall transmit to the Congress a report addressing the cybersecurity workforce needs of the Federal Government. The report shall include--

(1) an examination of the current state of and the projected needs of the Federal cybersecurity workforce, including a comparison of the different agencies and departments, the extent to which different agencies and departments rely on contractors to support the Federal cybersecurity workforce, and an analysis of the capacity of such agencies and departments to meet those needs;

(2) an analysis of the sources and availability of cybersecurity talent, a comparison of the skills and expertise sought by the Federal Government and the private sector, an examination of the current and future capacity of United States institutions of higher education, including community colleges, to provide cybersecurity professionals with those skills sought by the Federal Government and the private sector, and a description of how successful programs are engaging the talents of women and African-Americans, Hispanics, and Native Americans in the cybersecurity workforce;

SEC. 112. NATIONAL CENTER OF EXCELLENCE FOR CYBERSECURITY.

(a) In General- As part of the Program, the Director of the National Science Foundation shall, in coordination with other Federal agencies participating in the Program, establish a National Center of Excellence for Cybersecurity.

(b) Merit Review- The National Center of Excellence for Cybersecurity shall be awarded on a merit-reviewed, competitive basis.

(c) Activities Supported- The National Center of Excellence for Cybersecurity shall--

(5) coordinate cybersecurity education and training opportunities nationally;

(6) enhance technology transfer and commercialization that promote cybersecurity innovation; and

(7) perform research on cybersecurity social and behavioral factors, including human-computer interactions, usability, user motivations, and organizational cultures.
