How to Prevent "Power Pilfering" in 5 Least-liked Steps
TWO LINKING FACTORS lead to the continuous breakdown of electrical power facilities within the Philippines' Mindanao areas traversing electric power lines, under the National Transmission Corporation (Transco). These two factors, which have obviously been functioning as a chain reaction process, are:
1. REBEL GROUP SABOTAGE, with the intention of destroying the Philippine government, by hampering economic growth and disrupting the normal way of life; and
2. ELECTRICAL POWER UTILITY THEFT, for the much-needed sales of the sabotaged items at various junkshops, by poverty-striken persons in the affected areas.
In the continuous process of sabotaging the economic growth of the country, the poverty-striken communities in the country continue to survive with the sales of the sabotaged electric power parts---hence, THE PERVERTED FORM OF GOVERNMENT takes greater capability to rule.
Needless to say, it was actually the communist rebel groups' act of toppling down the various power lines that inspired the indigent publics throughout the region to steal and sell the power utility spare parts to earn the much-needed cash.
Clandestine beat respondents hereon reported of the continuous sabotage vis-a-vis the pilferage of powerlines and other power utility traversing key areas within the region.
At this junction, may we know who the elusive (and protected) culprits are.
From the side of the Transco security office, Mindanao-based chief security officer [Retired Military Colonel] Edwin M. Buenaventura said that no one from the Communist Party of the Philippines and New People's Army (CPP-NPA) groups are guilty of the act of powerline toppling, since, he claims, "the act of destroying governmental power utility is not within the CPP-NPA agenda."
"IN FAIRNESS TO THE CPP-NPA, I categorically say that they are not guilty of toppling down the tower lines of electrical power because it is not within their program of activities," he declared.
Who then is responsible for this regional crime?
Added Col. Buenaventura: "Based on intelligence assessment, three (3) Moro rebel groups could either be responsible for the sabotage, namely, 1) The Rajah Sulaiman Group (RSG), The Misuari Loyalist Group (MLG), or the Moro mercenary rebel groups of hardcore criminals."
Yet, how reliable can this specific "intelligence assessment" be in the face of the predominantly CPP-NPA infested areas of saboteurs?
DENIALS AND THE LIKE
The Philippines has a law against Pilfering (specifically the stealing and selling of electrical powerline parts to various junkshops). Yet, what about sabotaged electrical powerline parts by communist elements?
A Transco official, who requested anonymity, said that the attempt to capture and prosecute communistic powerline saboteurs in the Philippines is a NONESSENTIAL.
"It would just turn out to be the same landscape procedure---MILITARY DENIALS AND SO FORTH," he told AmChron. "The military will always deny and camouflage the real ones involved in the powerline sabotage. They will always claim it to be a total act of pilferage, or a performance of minority rebel groups."
"Nevertheless," he said, "we wouldn't mind at all whether it's a case of sabotage or pilferage. Our only concern is to immediately restore the affected facilities, so that the publics will not suffer the consequence."
The sabotage and pilferage-affected areas in the region include the predominantly CPP-NPA areas such as Surigao, Bukidnon, Cagayan De Oro, Davao, General Santos, Bacolod, Ozamis, Iligan, Zamboanga Del Norte, Zamboanga Del Sur, Zamboanga Sibugay, Zamboanga City, and Basilan Province.
(NB: It could be noted that the countrywide CPP-NPA population swelled tremendously just after President Gloria Macapagal-Arroyo's declaration of an all-out war against communist elements in the country.)
REGIONAL EFFICIENCY
Many public leaders spend a lot of their time meeting and discussing to find ways of preventing specific electric powerline toppling threats; to address said sabotaged or stolen powerline recovery issue; or to stop various other corporate powerline abuses in our communities. The number of problems seems endless.
Anyway, it is only a need for people to be concerned to save the country from the lawless communist saboteurs and poverty-striken stealers.
This article is dedicated to all the Transco officials, members of the Mass Media, as well as the entire constituent publics who are interested in getting to the root of Mindanao's powerline breakdown problems.
How consoling it is to know that these Transco officials and Mediamen aren't so overworked, and have more time to shun the root cause of the besetting problems.
Moreover, it is specifically great to have mediamen reporting seriously about this particular regional issue rather than tolerating the interests of their wealthy publishers.
These are the attitudes and dispositions that are mostly needed by the Philippine society nowadays. These are likewise the very attitudes and dispositions that will make the target reforms possible.
However, IF fighting for the creation of a sound and satisfactory electric powerline situation WILL TURN OUT TO BE TOO DIFFICULT for the Transco leaders, mediamen and concerned citizens, then proceed to the following section on shunning the factors to electric powerline loss in the heathen landscapes, hence:
1. STOP DENYING THE INVOLVEMENT OF COMMUNIST REBEL GROUPS IN THE SABOTAGE AND THEFT OF ELECTRIC POWERLINE IN THE REGION. IT IS INDEED PROFESSIONALLY UNETHICAL FOR A POWERLINE OFFICER TO START WITH THE STATEMENT "IN FAIRNESS TO THE COMMUNIST GROUPS IN THE REGION....". As a government official, he must acknowledge the fact that the rebel sabotage has been happening, and the powerline traversing areas are a home to the PREDOMINANT rebel group.
He must shun the denial lest he be suspected to be one of these communist elements, and lose his professional credibility in the wake of public distrust.
2. TAKE AWAY THE CLUTCHES OF COMMUNIST DOCTRINES AND IDEALS BY LOBBYING TO TOPPLE DOWN COMMUNIST GROUPS IN AND OUT OF THE POWERLINE AREAS. The existence of communist groups means that regional communities oftenly get affected by the rampant toppling down of electric towers and powerlines in various areas, which is categorically a principal form of sabotage that is meant to maime and discretit the country's economic situation and democratic form of government.
Get involved in efforts to STOP the secret indoctrination of communism among the people, and the radical groups that instruct people to advocate opposition to governmental systems, socio-democratic practices or other democratic services.
It is by fighting against these leftist groups, and working hard to withdraw public support for communism-oriented groups that the country will be a better place to live in.
It is up to us whether we will succeed or fail. Communism will fail if we will unite and act as one in order to prevent them from fulfilling their evil objectives. Each and every Filipino must consider our national interest, our deep nationalism, our praiseworthy value for our own native land, and our relevant faith rooted on high moral standards.
Each and every Filipino must also succeed in this fight for the citizens of today, and for the next generation of Filipinos.
3. FIGHT AGAINST POVERTY AND RESTRUCTURE INDIGENT COMMUNITY SITUATION ECONOMICALLY AND OTHERWISE. Get involved in efforts to eradicate poverty among the regional communities, as poverty is the very root cause of leading people to the tentacles of communism. Put more benefits for the poverty-striken communities.
If your local government doesn't allow initiative and referendum, join others to pass a law to allow for it. If you already have it in your locality, get involved with initiative and use it to intensify further financial assistance in order to prevent the growth of communism in your area.
Regarding indigent public health care initiative, make the 30 hour work week possible by making health care a right (covering all the poor people), not a privilege (where just certain poor people are covered).
4. BE CONTINUOUSLY VIGILANT WITH REGARDS TO THE POSSIBLE PENETRATION OF POWELINE SABOTEURS AND THIEVES IN THE AREAS. Organize massive information drives to raise public awareness on the existence of lawless individuals who pilfer (and sabotage) electric powerlines, and make known the various effects of the pilferages in business and social situations. Moreover, organize massive information drives to raise public awareness on the importance of electric power transmission lines in all the communities.
5. CONTINUE TO GROUP TOGETHER AND EXPAND YOUR RESPONSIBILITIES UNTIL THE ENTIRE REGION WILL BE FREE OF POWERLINE THIEVES AND SABOTEURS, AS A RESULT OF THE STRENGTH AND ARDOR OF OUR RESOLVE. Let us take this chance to save the country from the evil clutch of communism, and let Democracy reign to the full.
