Maoists´ Multiparty Politics Exhausted Nepal

Could twelve years Maoist insurgency have brought the historic political changes in Nepal without Maoists joining mainstream politics? Perhaps not with even the bloodshed of the millions of innocent life of poor people as Maoist proletariats! If the underlying objective of Maoist is to bring an overall social change – "cultural revolution" then Maoists cannot impose their political ideas with Maoist party´s unilateral decision.

Nation must oppose Maoists´ every unilateral decision such as if Maoist party declares its own federal states. Such decision would first and foremost be unconstitutional because it outright overrules the responsibility of Constituent Assembly under the interim constitution of Nepal.

It is the new constitution of the nation ought to declare federal states. United Maoist better help Constituent Assembly to draft a new constitution within stipulated time to declare federal states. Then only the declaration can be legitimate for nation to implement federal state structure.

The incumbent government must defend the interim constitution from being violated by United Maoist party´s unilateral decisions. It is clear to the international community that whether Maoists are in or out of government are to make unilateral decisions. But now it is not the international community but the nation will have to defend its rule of law from being violated.

It has been clear to me that Maoists are not serious about the consensus politics. Their current political diplomacy has proved that they are neither honest nor smart to play the politics in multiparty Democracy. It is for sure that Maoists can never play smart in multiparty politics with the mindset of hardliner communist ideology.

In regard to the current Maoist opposition, for example, that in the beginning United Maoist party obstructed the Parliament proceedings against the presidential decree that overruled Maoist led government´s unilateral decision.

Fundamentally, the presidential decree apparently made the president more powerful but otherwise Maoist-led government´s unilateral decision was the cause for Maoist-led government´s downfall. It was obvious how Maoist-led government outright disregarded its coalition members. That is why United Maoist party has failed to get support from other political parties.

This is what happens in the multiparty politics yet Maoists have not learned lesion – they have demanded as a single largest political party in Constituent Assembly to lead the government but that demand put them nowhere; Maoist chairman followed GP Koirala to Singapore to topple the UML led government with the idea to form a ´High Level Political Mechanism´ that it seems as if it will also put them nowhere; now Maoist Central Committee is about to take extreme measures such as party declaring federal states and so on.


The nation has been exhausted completely and now it seems as if some political charges against United Maoist party have become evidence for nation to get united for accomplishing fundamental tasks of people´s elected Constituent Assembly.

The foremost of all accomplishments is to integrate and rehabilitate Maoist ex-combatants to prevent future violence and secure the permanent peace. This is the concern of the international community and of the nation, not because the incumbent government is spending 2 billion Rupees annually but because it must be accomplished for the sake of fair and just multiparty democratic practice.

In many ways Maoists seam not serious about integration and rehabilitation of their combatants, drafting a new constitution to declare federal states, and building nation with the consensus politics.

For example, it is being charged that Maoist Chairman Pushpa Kamal Dahal showed no intention to bring his party´s army under the control of the special committee even when he was the prime minister and the chairman of the special committee.

Now if the nation allows United Maoist party declare federal states prior to drafting a new constitution that will make the task extremely difficult. This means that Maoists are ahead of people´s elected Constituent Assembly.

As a consequence the nation will be dragged soon into structural conflicts and if Maoist combatants are not integrated and rehabilitated United Maoist party might have them take over the federal states. This will be unfortunate to the nation and people of Nepal.

The best solution is to address United Maoists´ demands in Parliament with the consensus of main political parties. There must be way out of it if the main political parties, particularly NC and UML leaderships become serious of the future consequences of an exhausted nation.

It is a great idea whether of GP Koirala or Maoist chairman PK Dahal to form a "High Level Political Mechanism" for consensus politics. It should not be the question of forming a new national unity government. But, instead it is to transform the incumbent government into a national unity government to accomplish the tasks of integrating and rehabilitating Maoist combatants, and drafting a new constitution.
