IMPORTANT BILLS AWAITING ACTION FROM THE GOVERNOR

BILLS WITH SIGNIFICANT FISCAL IMPACT

SB 84 (Steinberg) – Ensures that 500 low-performing schools statewide will get $400 million they are owed in fiscal year 2009-10.

AB 1175 (Torlakson) – Increases the safety of the Antioch and Dumbarton bridges in the San Francisco Bay Area by adding them to the statewide toll bridge seismic retrofit program – thereby making them eligible for more than $1 billion in seismic improvements.

SB 337 (Alquist) – Authorizes the Health & Human Services Agency to apply for federal funds for health information technology (HIT) and a health information exchange. California may be eligible for up to $3 billion in new federal grants and incentives.

AB 1383 (Jones-Alquist) – Imposes a new quality assurance fee on hospitals to leverage over $2.3 billion in federal funds and to increase Medi-Cal hospital reimbursement rates. An additional $320 million is earmarked for children´s health coverage.

AB 262 (Bass) – This bill appropriates $113 million in ARRA funds for energy efficiency and conservation programs like home weatherization and other activities.

SBX3 18 (Ducheny) – Prison reform. This bill implements the changes to the Corrections budget which would save the state $270 million. Dramatically reduces caseloads for parole officers so that officers that spend more time and resources monitoring parolees. Implements budget savings by increasing property crime thresholds and increasing earned credits for program completion and revamping parole.

SB 19 (Simitian) – Removes the "firewall" preventing state-level student achievement data from being used to evaluate teacher performance. Helps CA compete for its share of $4.3 billion in federal "Race to the Top" funds.

IMPORTANT POLICY BILLS

Mortgage Consumer Protection:

SB 36 (Calderon) – Provides necessary oversight of the mortgage industry by requiring those engaged in mortgage loan origination activities to obtain a license from the state.

SB 94 (Calderon) – Cracks down on loan modification scams by prohibiting persons from charging advance fees to borrowers in connection with a loan modification.

SB 239 (Pavley) Creates a new alternate misdemeanor/felony for the offense of mortgage fraud

AB 260 (Lieu) – Expands the authority of the Real Estate Commissioner to fine, revoke or suspend the license of mortgage brokers that violate state or federal laws.

Education

SB 651 (Romero) – Increases schools´ accountability for dropouts by requiring the Superintendent of Public Instruction to submit an Annual Dropout Report to the Legislature and Governor

SB 680 (Romero) – Allows parents to enroll their children in "school districts of choice", if those districts are willing to accept out-of-district transfers.


SB 147 (DeSaulnier) – Opens access to college for California students by allowing high school career technical education courses to be counted for admission to California State University.

SB 86 (Yee) – Prohibits CSU Trustees from increasing executive salaries or granting bonuses in any year when general fund support for the CSU has not increased.

Consumer Protection

SB 95 (Corbett) – The California Car Buyers Protection Act of 2009. Requires dealers to pay-off car liens before trading or selling the vehicles so consumers are protected from dishonest car dealers and creditors seeking to recoup loses from previous fraud.

SB 148: (Oropeza) – This consumer-protection bill would require medical providers that operate mammogram machines to conspicuously post notices of serious violations.

Housing

SB 290 (Leno) Deletes the sunset date (1/1/2010) on the law requiring a landlord to provide a 60-day prior notice to terminate a residential tenancy if the tenant has resided in the unit for a year or more, thereby extending the required 60-day notice requirement indefinitely.

Environment

SB 679 (Wolk) – This bill would prohibit land acquired for the state park system, through public funds or gifts, from being disposed of or used for other purposes incompatible with park purposes without the substitution of other land.

Health and Human Services

SB 400 (Corbett) – Updates the Stop Tobacco Access to Kids Enforcement Act to define electronic cigarettes under state law and to halt the sale of electronic cigarettes.

AB 2 (De La Torre) – Prohibits health insurers and HMO´s from rescinding or canceling individual health insurance policies unless the enrollee willfully misrepresented their health history.

SB 186 (DeSaulnier) – Physician Predesignation. This bill deletes the December 31, 2009 sunset date that will, after that date, eliminate the right of workers to predesignate a personal physician for the purposes of workers compensation.

AB 244 (Beall)- Provides full mental health parity in health insurance – ensuring that people receive coverage for mental illnesses equal to that for physical illnesses.

Transportation

SB 716 (Wolk): This bill opens the door for regional transportation agencies to use transit operating funds to provide safe vanpools to agricultural workers. The bill is in response to a fatal accident that occurred involving a non-compliant vehicle transporting agricultural workers in Kings County.

Public Safety

AB 962 (De Leon) – Improves the tracking of ammunition sales by requiring handgun ammunition sellers to collect buyers´ personal data and keep a log of sales.
