NEDA builds up LGUs revenue and investment generation capabilities

The National Economic and Development Authority regional office (NEDA-X) is helping local government units in Northern Mindanao bring in a professional dimension to their revenue and investment generation.

Leon M. Dacanay, Jr., OIC-regional director of NEDA-X and acting vice chairperson of the Regional Development Council for Region X (RDC-X) said his office conducted an investment programming workshop for Misamis Oriental on September 29-October 1, 2009 to be followed by as similar one for Bukidnon province on October 6-8 at Malaybalay City.

"It aims to equip local government units with needed expertise for local government investment programming, investment prioritization, revenue generation, and developing a Provincial Development Investment Program (PDIP) financing plan," Dacanay said. "It will also help the LGUs in preparing their respective PDIPs for 2010-2013."

The previous workshop was attended by twenty participants including technical staff from the provincial planning and development office and representatives from the provincial government offices.


NEDA and the LGUs have their work cut out for them. During the last Quarterly Regional Economic Situationer held recently, records from the Dept. of Trade and Industry in Region X (DTI-X) showed DTI-monitored investments slipping 22% for the second quarter of 2009 compared to that of the same period last year.

Bukidnon took the lion´s share of investments for the period with P1.46-bllion (66% of the region's total) with Misamis Occidental a distant second with P342.76-million (16 percent). Misamis Oriental suffered the biggest drop (-88%) with only P197.49 million to show for the period, with Lanao del Norte experiencing a similar (-67%) drop to only P129.32-million.

Over half of the region´s investments for the period was accounted for by the infrastructure and services sector, including various construction projects, establishments and expansion of financing institutions, transport services and tourism-related investments.
