What Maoists want in Nepal?
This is the change what people have anticipated because without such change the end to bad government practice (corruption) and to the tradition of impunity is difficult. In my opinion, the development without such change cannot establish rule of law that can guarantee public safety and prosperity.
First all, Maoist should not lead executive body of interim government because they have self-obstinately failed leading a cabinet with unilateral mandates. Nonetheless, they should try to lead the body of legislature at this juncture. But, the question is whether Maoists can lead the Parliament – "Constituent Assembly" with the majority to legislate bills that can lay foundation for representatives to take comprehensive responsibility in Parliament under new constitution.
On the other hand, if they carry on with their end-game to grab power, then their role in current politics with the demand of "civil supremacy" will be proved sheer rhetoric and gimmicks with which they try to intimidate other political parties that support MK Nepal led cabinet. It is clear without playing by the rule in Democracy Maoists will perish if their fundamental intention is to capture state to impose Maoist ideology.
The world community is watching closely what Maoists want in Nepal – help establish democracy through legislation for drafting new constitution or obstruct with the issues that are already resolved by themselves and therefore are obsolete. If Maoists continue such strategies then their motive will be nothing other than grabbing power to capture state for Maoist-rule. This has become a grave concern lately with Maoists obstructing Parliament for months.
Nepal is on position of becoming a most likely failed state, which the top most political leaders including Prime Minister MK Nepal have not seriously accepted it as reality. Besides, if Maoists perpetuate their movement to capture state with urban uprising as propagated then the nation could not avoid a "political accident" that might drag it into a failed state.
It has now become the responsibility of main political party leaderships to stop "political accident" from occurring. If not it will be unfortunate to people and nation. It has become a foremost responsibility of Maoists as a single major political party in Constituent Assembly to collaborate in successfully writing the constitution on time to avoid such accident.
This means Maoists have to stop their attempt to topple UML led cabinet not because Prime Minister MK Nepal would not comply with Maoist demands, but nation needs some consensus politics for writing democratic constitution. But Maoists trying to make Sujata Kaoirala a new prime minister or other political leaders from NC or UML to replace MK Nepal is utter misuse of people´s mandate that they secured as a major political party in Constituent Assembly. Politics such as has already been degrading Maoists´ credential in the international community and electorates in the nation a big time.
Likewise, how long Maoists plan to run the nation with interim constitution if Maoists are not giving up their demand on President´s unconstitutional move for reinstating the army chief who has been already retired? Such a demand with aggressive protest has adverse affect on constitution writing and peace process.
Contrary to Maoists´ demand for ´civil supremacy´, Maoists are fully cooperating with Special Committee on the supervision, rehabilitation, and integration processes of Maoist combatants, according to the Prime Minister MK Nepal.
According to the minister for general administration Rabindra Shrestha the Maoist combatants have already been under the state control. Under ´Technical Committee for Supervision, Integration, and Rehabilitation´ five member teams have been formed for each cantonment.
For Maoists to remain popular among the electorates they must fully participate in legislating bills for constitution writing in Constituent Assembly. Maoists should propose bills such as the bill for determining judiciary system for Supreme Court justices´ appointment through Parliament Hearing, bill to change national flag that could represent Federal Democratic Republic Nepal.
Constitution must include bills that can transform all the irrational sentiments of status quo, which are so overrun by the old value, for example, the reason to keep current flag based on its unique design. But, as a matter of fact, the current flag does not represent the historic change that Nepal has undergone in 21st century with over one hundred years struggle.
Maoists have only one chance to gain support of electorates if it can fully participate in Constituent Assembly constructively legislating bills for "civil supremacy" that give people´s elected representatives right to make sure that good governance and justice delivered under new constitution.
There is no time for Maoists to topple UML led cabinet under interim constitution. Instead Maoists must move Constituent Assemble focusing on writing constitution on time. If not Maoists´ future is bleak as a mainstream political party.
At this point in the history of Nepal, no urban uprising can make Maoist hardliners´ dream come true. On the other hand, if Maoist soft-liners´ try to recapture cabinet under interim constitution by playing games with the intra-party rifts in Nepali Congress and UML Maoists will lose all their credentials for mainstream politics in Democracy.
Similarly, if second generation NC leaderships in solidarity could not resist magical spell of Maoists and failed to defy GP Koirala´s politics of arbitrary command to make his daughter Prime Minister of Nepal then it can be disastrous for Democracy. UML too must take precaution long before in trying to topple current coalition cabinet.
The historic changes that Maoists insurgency, 2006 People´s Movement, Madhesi Movement, and Struggle of Indigenous have brought cannot wait longer than stipulated time for constitution writing. It is nothing but a conspiracy to demand interim constitution amendment just few months before the new constitution is scheduled to be promulgated. Nation can no longer afford to keep changing cabinet, which can at this transition period jeopardize the mission of Constituent Assembly. Nepal needs no more "political accident."
