83rd RDC-X Full Council Meeting at Laguindingan

The 83rd Full Council Meeting of the Regional Development Council for Region-X (RDC-X) is scheduled to be held at the Laguindingan Airport Development Project (LADP) site on September 24, 2009.

Earlier, Engr. Delia P. Capicenio, LADP project manager, invited RDC-X to host the next RDC-X full council meeting at the LADP project office as a gesture of thanks and confidence to the agency which has been instrumental in the approval of the project, especially its financing component.

The LADP is financed by Official Development Assistance from the Republic of Korea, through its Economic Development Support Fund (EDCF) and the EXIM Bank with 30 percent counterpart funding from the Government of the Philippines (GOP).

Department of Transportation and Communications (DOTC) Sec. Leandro A. Mendoza will join the meeting to brief participants on the latest updates on the LADP, an anchor project of the Cagayan de Oro-Iligan Corridor (CIC), another initiative of the RDC-X which aims to develop Northern Mindanao into the leading industrial and trade center in southern Philippines.

Following Mendoza´s presentation, NEDA-X OIC/RD Leon M. Dacanay, Jr., who is concurrently RDC-X Vice Chair, will present the 2008 Regional Development Report and 2010 RDC-X Work and Financial Plan for the full council´s endorsement. This will be followed by a briefing on the Guidelines and Developments for the May 2010 Elections to be presented by Atty. Renato A. Magbutay, Regional Election Director, COMELEC-X.

Other items on the 83rd RDC-X full council meeting agenda include the following:

HB 5358 "An Act Rationalizing the Percentage of Sales Allocation Taxable by the City or Municipality where Factories, Project Offices, Plants and Plantations are located in the Pursuit of their Business, amending for the purpose RA 7160 (LGCode)" to be presented by Iligan City Mayor Lawrence Ll. Cruz as Chairperson of the Macro Dev AD Committee. (for support), and

Oroquieta City´s Layawan River Bank Development Project (for endorsement) and the following items for support Regional Micro , Small and Medium Enterprise Development Council; 2009 Pasundayag Northern Mindanao (WOW Philippines); Mindanao Tourism Highway and Transportation Map; Lasang Treetops and Boardwalks and Updates on the NERBAC to be presented by Tangub City Mayor Jennifer W.Tan as chair of the Economic Development Committee.

The following items for endorsement : State-of-the-Art Review of Day Care Center in the Philippines: A Survey Research; Utilization and Dissemination of the CRD Toolkit and BCBP Orientation Manual; Presidential Award for Child Friendly Cities and Municipalities; Kalayaan Barangays Program; Social Integration Program (SIP) and Strengthening the Comprehensive and Unified Policy for Tuberculosis Control (CUP-TB) to be presented by Opol Mayor and Misamis Oriental League of Municipalities Chair Dixon Q. Yasay, chair of the Social Development Committee.

The following items for endorsement: Implementation of pre-paid electricity system in the distribution of electricity to consumers by electric cooperatives in the region; Proposed Increase in Project Cost of the Balingasag River Irrigation Project; Land Development Cost to be Part of the Project Cost in All Future Irrigation Projects; Proposed Procurement of Vehicle for Project Monitoring under the Regional Share of E.R. 1-94 Financial Benefits; Construction of the Malaybalay City-Agusan Road, JSH, Malaybalay City-Canayan-Manalog-Adtolawan-Agusan Del Sur/Bukidnon Boundary;

Major Interregional Bridges Construction Project for Rural Development under the President´s Bridge Program; Proposed Construction of the following bridges under the Mega Bridges for Urban and Rural Development Project of the President´s Bridge Program; Widening of the Gingoog-Claveria-Villanueva Road; Concreting of the Cagayan de Oro Airport Parking Area; Concreting of the Passenger Terminal Cagayan de Oro Port Parking Area, Macabalan, Cagayan de Oro City; and Construction of Kabula-Baungon Road and Construction of Dinatag-Kanawon-Baungon Road to be presented by Lanao del Norte Governor Gov. Upon adjournment of the full council meeting, the participants will be conducted in a site tour of the LADP by Sec. Mendoza and Engr. Capicenio.
