ICPO Collar Notorious KFR Gang Leader in Iligan

The Iligan City Police Office (ICPO) nabbed a notorious Kidnap-for-Ransom (KFR) gang leader Friday, 21 July 2006 around 10:00AM while he was aboard a jeepney at 1st Rosario Heights, Bgy. Tubod, Iligan City.

P/Chief Supt. Florante Baguio, PRO-10 regional director, identified the suspect as Elias Makil y Rangaig alias Elias Makasalong, of Pantao-Ragat, Lanao del Norte but currently residing in a rented apartment in Iligan. Baguio presented the suspect to media at a press conference Saturday morning at the PRO-10 headquarters in Camp Alagar.

Iligan City Director P/Supt. Graciano Jaylo Mijares said the two-week operation to nab Makil was conducted by the City Intelligence and Investigation Division under P/Chief Inspector Madeline Desembrana Cacao.

Makil is believed to be the head of the notorious Makasalong Kidnap for Ransom Group operating in Iligan, and the nearby provinces and municipalities. He was arrested by virtue of warrants of arrest for violation of RA 8294 (Illegal Possession of Explosives) and murder.

The outstanding warrants had been previously issued by Presiding Judge Moslemen Macarambon of RTC Branch 04 for criminal cases nos. 1043 and 5817.

The Makasalong KFR Group has kidnapped several prominent personalities in Iligan and Lanao del Norte including Engr. Vincent Amado Jariol and Gerald Amante Tomawis (Feb. 2005); Yusop Guidalonga y Santican (October 20, 2005); Boleleng Abubakar Dainog, a cashier of LTO-Iligan (Jan. 26, 2006) and Disalongan Pulala y Masire, an election officer from Ditsa-an Ramain, Lanao del Norte (June 26, 2006) who was abducted at Purok Gumamela, Mahayahay, Iligan City.


Mijares said the CIID is now doing a mopping up operation and expects to collar the remaining six members of the Makasalong KFR Group believed hiding in the two Lanao provinces. Baguio disclosed that while there are no more major KFR groups operating in the region, he said some small groups still emerge from time to time to indulge in it for livelihood.

Baguio also cited the complete cooperation of the kidnap victims families and local government officials as keys to the arrest of Makil. "Without their cooperation, we would possibly not yet have arrested the suspect at this time," he said. Appropriate kidnapping and related charges against Makil are now being prepared by the victims' families with the assistance of the ICPO.
