Members of Drug Trafficking Organization Indicted by a Federal Grand Jury

LAFAYETTE, LA—Federal, state and local law enforcement agents arrested members of a major drug trafficking organization after an indictment by a federal grand jury. The arrests and unsealing of the federal indictment was announced today by United States Attorney Donald W. Washington.

A 21-count indictment was returned by the Western District of Louisiana Federal Grand Jury last week. The indictment includes conspiracy to distribute cocaine and cocaine base ("crack"), possession of cocaine with the intent to distribute, distribution of cocaine and cocaine base ("crack"), and unlawful use of a communication facility.

The indictment and yesterday´s arrests are the culmination of a 2 ½ -year investigation by the South Central Louisiana Safe Streets Gang Task Force, which is comprised of agents from the Federal Bureau of Investigation, Lafayette Parish Sheriff´s Office, Iberia Parish Sheriff´s Office, St. Mary Parish Sheriff´s Office, St. Landry Parish Sheriff´s Office, Lafayette Police Department and Morgan City Police Department. This multi-agency investigation into the organization revealed a complex drug trafficking network whose primary interest is distribution of narcotics. According to the indictment, members of this criminal organization have been involved in an illegal interstate scheme to transport cocaine from Houston, Texas and distribute the cocaine into St. Mary Parish, Louisiana, and also, to manufacture, distribute and transport cocaine base ("crack") to St. Mary Parish, Louisiana. Additionally, the indictment alleges that this organization was responsible for distributing five kilos or more of cocaine and 50 grams or more of cocaine base ("crack"), and was also responsible for transporting money derived from drug sales back to the Houston, Texas area.

Indicted are the following individuals:

CORNELIUS JAMES KELLY, age 30, of Patterson, Louisiana;

CORNELIUS KELLY is charged with conspiracy to distribute cocaine and cocaine base ("crack"), possession of cocaine with intent to distribute, distribution of cocaine, and unlawful use of a communication facility.

RODERICK WAYNE CARAWAY, age 42, of Houston, Texas;

RODERICK CARAWAY is charged with conspiracy to distribute cocaine and cocaine base ("crack") and unlawful use of a communication facility.

TIFFANY NICOLE WILLIAMS, age 25, of Patterson, Louisiana;

TIFFANY WILLIAMS is charged with conspiracy to distribute cocaine and cocaine base ("crack"), possession of cocaine with intent to distribute, and unlawful use of a communication facility.


KIM JAMES BUTLER, JR., age 27, of Patterson, Louisiana;

KIM BUTLER, JR. is charged with conspiracy to distribute cocaine and cocaine base ("crack").

TY ANTHONY WILLIAMS, age 33, of Patterson, Louisiana;

TY WILLIAMS is charged with conspiracy to distribute cocaine and cocaine base ("crack"), distribution of cocaine, distribution of cocaine base ("crack"), and unlawful use of a communication facility.

RICHARD LAMON CROSS, JR., age 20, of Siracusaville, Louisiana;

RICHARD CROSS, JR. is charged with conspiracy to distribute cocaine and cocaine base ("crack"), distribution of cocaine base ("crack"), and unlawful use of a communication facility.

JAHMAR KELLY, age 21, of Siracusaville, Louisiana;

JAHMAR KELLY is charged with conspiracy to distribute cocaine and cocaine base ("crack"), distribution of cocaine base ("crack"), and unlawful use of a communication facility.

HAROLD ANTHONY HOLLY, age 32, of Centerville, Louisiana;

HAROLD HOLLY is charged with conspiracy to distribute cocaine and cocaine base ("crack") and unlawful use of a communication facility.

PATRICK RAY, age 21, of Siracusaville, Louisiana; and

PATRICK RAY is charged with conspiracy to distribute cocaine and cocaine base ("crack") and unlawful use of a communication facility.

WILLIE MORRIS ALFRED, JR., age 29, of Jeanerette, Louisiana.

WILLIE ALFRED, JR. is charged with conspiracy to distribute cocaine and cocaine base ("crack") and unlawful use of a communication facility.

An initial appearance for RODERICK CARAWAY was held yesterday, to be followed by initial appearances for CORNELIUS KELLY, TIFFANY NICOLE WILLIAMS, KIM BUTLER, JR., TY WILLIAMS, RICHARD CROSS, JR., JAHMAR KELLY, HAROLD HOLLY, PATRICK RAY, and WILLIE ALFRED, JR. which will be scheduled on a future date.

If convicted of the conspiracy charged in the indictment, the defendants face a minimum mandatory prison sentence of 10 years confinement up to a maximum sentence of life imprisonment. Three of the defendants (BUTLER, TY WILLIAMS and HOLLY) face a statutory minimum of life in prison. KELLY and ALFRED face a minimum of 20 years in prison for the conspiracy count.

An indictment is merely an accusation and all defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt.

The case was investigated by the South Central Louisiana Safe Streets Gang Task Force, and is being prosecuted by Assistant United States Attorneys Daniel J. McCoy and Brett L. Grayson.
