Child Porn: Man Creates Video with Step-Daughter
Before passing sentence on Lester Christian Weber, US District Judge Garr King called Weber's crimes “outrageous and egregious.” The charges against the 52-year-old Tigard, Oregon man stem from an investigation by US Immigration and Customs Enforcement.
In April, Weber pleaded guilty to one count of producing child pornography. During his plea, Weber admitted having a prior conviction involving the sexual abuse of a minor. Because of that prior conviction, Weber was subject to a minimum sentence of 25 years in prison.
During his plea, Weber also admitted that in 2004 he enticed a 10-year-old Kenyan child to engage in sexually explicit conduct outside the United States for the purpose of producing pornographic images and that he transported those depictions to the United States. The youngster was the child of a Kenyan woman whom Weber ultimately married. Weber stated he communicated with the mother and the minor via email about his intentions, then traveled to Kenya where he engaged in sexual acts with the child and produced a music video and still images of the abuse.
Weber was originally indicted on seven counts relating to international travel to engage in sexual acts with a minor, and transporting and possessing child pornography. In exchange for his plea, the counts in the existing indictment were dismissed.
The charge, which specifically addresses the international production of child pornography and the transportation of those images to the United States are being brought under the provisions of the recently enacted PROTECT Act, which substantially strengthened federal laws against predatory crimes and others which involve the exploitation of children.
In January 2004, ICE agents from Portland traveled to Nairobi, where, working closely with the Kenyan National Police, they conducted several interviews and served a search warrant as part of the investigation.
