WILL THE FRENCH TAKE ITS TWO HOSTAGES BY FORCE OR THROUGH DIPLOMACY?

CAN THE DISMISSAL OF HEAD OF INTELLIGENCE AND HIS DEPUTY APPEASE THE FRENCH?

PRESIDENT Shariff´s government is on the verge of collapse following the disappointment of the African Union (AU) forces who have realized that the beleaguered Somali administration lacks the strength, and has no back up of the forces for it is besieged in an area of I kilometer square.

The Ugandan forces who are the leading nation of the AU forces in Mogadishu, have frantically tried to strengthen and empower the Transitional Federal Government (TFG) forces by fighting alongside them in a heavy combat against the rebel groups.

The Ugandan forces recently shoved the Al-Shabaab and Hisbul-Islam to the outskirts of Mogadishu but unfortunately, the TFG forces were overwhelmed and unable to retain the lands that the Ugandans made them to acquire, prompting the TFG forces to go back to square one.

The weaknesses gripping the forces of the TFG, the split among the cabinet and the parliament regarding the Ethiopian saga, and insiders of the TFG institutions who are supporters and sympathizers of the opposition groups, caused the TFG secrets to be known to the opposition even before the implementation of the political, security, social and diplomatic moves.

Moreover, the International community and the donors are not providing the required assistance. And even if they do so, it is on a very limited proportion.

Notably and sadly, the current government lacks the capabilities of delivering the serious tasks which it encounters such as fighting with the extremists, or deliberating and executing the noble tenets of transparency and accountability.

PROFORMA INVOICE

The so-called financial budget of 2009 is like a proforma invoice; it was not a role model in the accounting system of the central authority, and besides, it completely contradicts the Somalia state financial procedures and regulations whereby those who were controlling the public finance bodies are liable to fraud, misappropriation, peculation and mismanagement of the state financial affairs.

FINANCE MINISTER

The Finance minister shoulders all responsibilities of the state financial management.

He acts as the accountant General, Governor of the Central bank, the Auditor General and moreover, he is a master of all; an all-rounder.

The dismissal of the Intelligence chief and his deputy, as well as the head of Immigration and Naturalization department, is a red herring or a mere act of window dressing aimed at covering up the Somali government´s weaknesses of incapability, and the glaring erosion of confidence of the populace in it.

OULD-ABDULLA SHOULD TELL PRESIDENT SHARIFF TO RESIGN

The representative of the Secretary General of the United Nations for Somalia (UNPOS), Ould-Abdulla, who is credited with propelling Sheikh Shariff to power and consigning Abdulahi Yusuf into political Siberia after getting rid of him, should now take the opportunity to impress upon President Shariff on the need to resign.

He has to tell president Shariff to relinquish his post for the sake of peace in Somalia, and in order to salvage the internally displaced persons, those dying in the Middle East deserts, the Red sea, the Sub-Saharan desert, the Mediterranean sea, the boundary of Kenya and Somalia, the detention centres of South Africa, the boundary of Israel and Egypt and the entry points of Southern Sudan.


SOMALIA NOT AS GLOOMY AS PERCEIVED BY THE WORLD

Somalia is not as gloomy as the world thinks as aptly demonstrated in the Puntland case.

Puntland which represents one third of the Somalia area and a quarter of the population of Somalia, has a State Assembly of 66 members and the women share is one tenth of the assembly.

The State Assembly approved the draft of the state constitution which will be subjected to a referendum exercise.

This constitution stipulates the establishment of multipartism, the conduct of the General elections, Census and demarcation of district´s and regions as well as the sharing of resources at the federal, state, regional and district levels.

HISTORIC VISIT OF THE PUNTLAND PRESIDENT TO THE AMERICAN SENATE

The visit of the Puntland State President H.E. Abdulrahman Sheikh Mohamed and his entire delegation to the American Senate, and their meeting with the State department, Security agencies and USAID, was a fruitful mission as it boosted the status of Puntland.

He and his entourage received a warm reception and standing ovation at the meetings the Puntland State President made with the Somali Diaspora in North America, the United Kingdom and the United Arab Emirates. (The Somali´s there will forever remember the meetings with nostalgia).

In his meeting with the British government, H.E. Sheikh Mohamed was well received by the government officials whom he held intimate discussions with on the much-talked-about issue of the sea piracy, and the way forward for developing the Puntland state.

CELEBRATIONS

Incidentally, the Puntland state is celebrating the eleventh anniversary of its establishment on August 1, 2009 at the Garowe city and throughout other cities and districts.

Who were the founders of the Puntland state? The founders of the Puntland state were the SSDF, USP and SNDU political parties.

The Somali senior Members of parliament, International organizations and other world prominent dignitaries have been invited to the forthcoming celebrations-billed as one of the biggest, and also expected to be extraordinarily colorful.

Among those invited is the chairman of the Constitutional Arrangement Conference of Puntland Hon. Awad Ahmed Ashareh.

HISTORY OF PUNTLAND

Puntland has a coastal distance of 1,580 kilometres which contain one upon fourty six of world tauna fish and rich in unexploited gas, hydro carbons and expensive minerals such as platinum, uranium, gold, braxite, tin, copper and etcetera.

In so far as the livestock industry is concerned, the Puntland state has more than 10 million livestock herds.

Puntland has 16 plant species only grown there, and two wildlife animals that can also only be found there.

This was reported by a team of botanists led by Dr Marts Thulin of the Uppsala University, Sweden, when they visited the Al-Madow range (Warsangali Highlands) way back in January 1995.

WHAT DOES PUNTLAND MEAN?

It means the land of incense and aroma or sweet scent of perfume; this name was known during the ancient history of Greek, Egyptian Pharaohs and Phenions.

HISTORIANS

Some historians have written that materials used for the preservation of the bodies of the pharaohs were a recipe from plants in Puntland. Interesting that is?

Kanini Evans Kariuki is a veteran Kenyan Journalist with several years of experience behind him. He was born on July 10, 1963 in Nakuru town,Rift Valley province, Kenya, at Kivumbini estate. His entire family members later shifted from Kivumbini to Flamingo estate, then Kimathi, Thumaina, Langalanga and then to Free Area, near the Lanet Army Barracks where they settled.

He completed his secondary education at Afraha Secondary School in Nakuru town , Rift Valley province,Kenya,in 1980, and then joined Naitiri High School,Western Kenya, for his"A"level education,completing in 1982. Later, he underwent training in journalism in some institutes in Kenya.

Kanini who doubles up as a researcher, has worked for all the leading Daily newspapers in Kenya;the Daily Nation, The Standard, The Kenya Times and The People Daily.He was the Eldoret town Bureau Chief of The Star newspaper-Kenya's most incisive and authoritative by-weekly newspaper, which collapsed way back in 1998 due to what was perceived as political machinations worked out against it by the past government.Eldoret town is in the Rift Valley part of Kenya,which was the hotbed of the 2007 ugly political violence.
Kanini is currently also a media consultant for Soldiers of Peace International Association,Africa liason office,Nairobi.

In his long-standing career as a journalist,Kanini has covered various dramatic events in Kenya which include the story of former renown detainee Koigi wa Wamwere. He has also covered the 1992 and 1997 politically-instigated ethnic violence in the expansive Rift Valley province, and the worst of all, the 2007 political violence in Kenya where over 1,500 people were killed,350,000 displaced, hundreds maimed and property worth billions of shilings torched following the disputed elections.

Kanini also covered the sad story of the late outspoken and fiery Kenyan clergyman bishop Alexander Kipsang arap Muge, who was famous in the East African region for fighting corruption, land -grabbing, political assassinations,bureaucracy and other irritating vices.

Bishop Muge perished in a bizzare road accident on August 14,1990 along the Eldoret/Turbo road, facing Western Kenya.

The bishop died after a controversial but triumphant visit to Western Kenya in Busia, after receiving death threats from a former cabinet minister, warning him that he would die if he dared visit the area.

Kanini also covered the historic Somalia National Peace and Reconciliation Conference from when it first kicked off in Kenya on October 15 2002, to the end.

Kanini is in the files of Amnesty International for his courage in the reportage of events in the volatile Rift Valley region, and has received commendation from the global Human Right's watchdog.

Apart from covering events in the Rift Valley, he also writes about issues affecting East and Central Africa as well as other parts of Africa.

Kanini has been trained on Journalism and ethics by the Media Institute in Kenya, and has also undergone various in-house trainings in journalism with the Daily Nation Media Group, East Africa's largest circulating newspaper.
