Secretary Michael Wynne--Insane?

“Nonlethal weapons such as high-power microwave devices should be used on American citizens in crowd-control situations before being used on the battlefield…” These are the words of Air Force Secretary Michael Wynne.
Why does Wynne think this is a good idea?
"If we're not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation, (Because) if I hit somebody with a nonlethal weapon and they claim that it injured them in a way that was not intended, I think that I would be vilified in the world press."
Because he thinks he would be vilified in the world press. I’m wondering what he thinks the world press would do with the information that the US Air Force was testing weapons on un-approving Americans.
I mean, we sure don’t want the “world press” to think ill of Mr. Wynne for testing weapons on the battlefield—against an actual enemy—when he can avoid the embarrassment by testing the “Weapons” on his fellow citizens. My friends…this guy is one sick puppy!
Of course the United States has a long history of testing their weapons on unsuspecting Americans.
American testing of biological and chemical weapons:
It seems that shortly after World War II America began its biological and chemical weapons programs. Former Nazi and Japanese scientists were used in the founding of the American programs because they were leaders in the field at the time. What is more important though is that tests of biological weapons were conducted in the United States on private citizens, sometimes with permission and sometimes without their knowledge. In addition, tests of biological agents have been run in locations around the world including Asia, South and Central America, and the Caribbean. There are documented links between diseases that have infected local populations of plants, animals, and people in those areas and both American and Russian biological testing programs.
Hidden history of US germ testing:
Fifty years ago, American scientists were in a frantic race to counter what they saw as the Soviet threat from germ warfare. Biological pathogens they developed were tested on volunteers from a pacifist church and were also released in public places.
Keep America Safe from Nuclear Testing:
The Bush Administration seeks to ready the Nevada Test Site to begin detonating nuclear weapons – which will shatter a thirteen-year international moratorium on testing. In order to stop nuclear testing – and ensure public safety – Physicians for Social Responsibility is supporting The Safety for Americans from Nuclear Weapons Testing Act (HR 1194)
Let’s have Mr. Wynne put away in a safe place where he can’t test any weapons on innocent Americans…I think we have enough on our plates these days!
