The answer is so they can create unrest and therefore destabilize and control Africa's natural mineral resources, especially within the mineral rich Congo and the Oil rich Sudan. Today, displaced Darfuris continue to suffer because Sudans President Bashir exchanges guns for Oil with the Chinese. Darfurs citizens just happened to be sitting on top of the Oil.
